The NPC interactions associated with this quest:

The player enters The Enclave, asking Emissary Ba'silk: "What can you tell me about Cartel So?"

Emissary Ba'silk says: We have little to gain from lesser cartels. Whatever Cartel Al and Cartel So are bickering over, it is not our concern.

Heading to the opposite side of The Enclave, the player finds Zo'sorg and asks: "What can you tell me about Cartel So?"

Zo'sorg waves off your question, shooing you away.

Upon entering the Hall of Shapes, the player spots Foreman Au'brak and asks her: "What can you tell me about Cartel So?"

Foreman Au'brak says: You have been seen with Al'dalil. A word of caution: choose your friends carefully, and your enemies more so.

Lastly, players find Overseer Ta'readon in the Hall of Curiosities, and ask: "What can you tell me about Cartel So?"

Overseer Ta'readon says: Cartel Ta avoids meddling in the affairs of others. It is to protect business. I am sure you understand.

On two of my alts so far I am unable to two of the cartels. Emissary Ba'silk is there but not interactable.
Zo'sorg is not there.

The other two are there and you can talk to them....

I present Tazavesh: The Veiled Market Storyline. This Storyline have 9 Quests. After complite this Storyline You will be able to fly to zone wher is enternece to dungeon Tazavesh, the Veiled Market.

Quest Name:	Start and description
1 The Al'ley Cat of Oribos	Start this quest from Host Ta'rela 67 50 in Oribos. You need to go to speak with Al'dalil 56 30
2a Insider Trading	Speak with 4 NPC in order: Overseer Ta'readon 63 67, Emissary Ba'silk 47 72, Zo'sorg 34 57 and Foreman Au'brak 40 32.
2b Things Best Kept Dark	You need to get Cartel So Shipping Manifest, Go to 38 23 first pick up scrolls they are on chest, then kill NPC then pick us scroll from his body.
4 Seeking Smugglers	Fly to Revendreth to speak with Ta'nla the Identifier 51 82.
5 Above My Station	First step in to portal that will move you to Bastion then move to Bounty Hunter Ta'oku 32 32.
6 Dead Drop	Fly to 36 32 and enter cave, Now you need to fight with Prototype Aquilon take 50% his HP down then jump on him. When You will fly on him Use skills 1-3, Al'dalil will say what skill You need to use. After few correct he will take you to base.
7 Coins for the Ferryman	Fly to Oribosand go to 29 66 Ta'meri.
8 The Veiled Market	Speak with Ta'meri to take you to Tazavesh, the Veiled Market. then speak with Zo'mezal 84 47
9 Tazavesh: Raiders of the Lost Artifact	You need to kill So'leah. You can do it in 2 ways: - Go Dungeon on N, HC or M but you need to kill all to get to last boss ( not many ppl are doing this - Do M+ Tazavesh: So'leah's Gambit I done 2nd option. Quest have auto finish after killing of NPC.

I had problem, that Ba and Zo could not be interacted. I fixed it by finishing main introductory questline ending with The Path to Bastion. After completing that quest all NPCs finally showed and I could talk to them.

Description

I am the foremost expert on broker culture. However, relationships between cartels are complicated and unstable. Cartel So holds a small presence here in Oribos, which means the other cartels may have knowledge that I do not. Ask around; with your renown, surely they'll have whatever information that we are missing.
