You have access to A Rare and Unusual Spirit after use Shifting Spirit of Knowledge on Wildseed of Regrowth.
Shifting Spirit of Knowledge is reward from the quest A Rare and Unusual Spirit.

How to do A Rare and Unusual Spirit:

Speak with Cultivator Littleflower to accept the quest
Queue Mists of Tirna Scithe and defeat the last boss Tred'ova (I do it on heroic mode, but probably work on normal mode)
Back to the Queen's Conservatory and return the quest. You will receive Shifting Spirit of Knowledge
Use Shifting Spirit of Knowledge on Wildseed of Regrowth
Wait 7 days for Incubation Complete
Loot Wildseed of Regrowth (will appear a NPC Falir the Shifting)
Follow Falir the Shifting and accept the part 2 of this quest A Rare and Unusual Spirit
Select the dialogs until he send you to sample an Essences.
Sample the 4 Essences in Bastion, Maldraxxus, Ardenweald & Revendreth
Return the quest inside the Queen's Conservatory

/way 65,6, 33,1 Essence of Ardenweald
/way 50,3, 68,8 Essence of Revendreth
/way 47,8, 78,2 Essence of Bastion
/way 63,4, 55,1 Essence of Maldraxxus

After complete A Rare and Unusual Spirit & A Rare and Unusual Spirit, Falir the Shifting will offer the quest A Spirit's Heart.
A Spirit's Heart is part of the Spiritual Observations.

After you complete this quest, they want you to place a Maldraxus seed.
So make sure you have a slot available, and don't max out all your seeds like me before doing this quest T_T

It seems that killing Tred'ova on Mythic+ does not work. You have to defeat him on a lower difficulty. Maybe this issue is also related to entering the dungeon directly and not through dungeon browser.

Such a weird quest, gives you absolutely no idea what to do.

I don't know why so many are asking about Dungeons here, I certainly got no indication to go to a Dungeon (though maybe the quest text has changed?). Actually I see this quest is called the same thing as the quest changes, so I think people are getting confused on wowhead.

I'd have absolutely no idea what to do if someone hadn't posted coordinates here for where to go in each zone.

Really don't get quests like this. Are we supposed to figure this out?

In a short dialog during this quest you discuss Falir the Shifting's past and potential future.

So, what have you to say? How did I get here?

We restored you to health using the wildseeds of Ardenweald.

Ardenweald? So this is the Shadowlands? Don't look surprised that I know about the Shadowlands. I was a god you know.

I know the answers to many questions. Yet I do not know how I came to be here, or how my world came not to be.

I imagine I ceased to exist at the same time. Yet now I am restored, but my world is not.

Are you sure your world was destroyed?

I would know if it were still there. I can feel its absence.

Such a terrible sadness. What is a god without a world?

Where would you have me go? What would you have me do?

Perhaps we can find you a home here. Find you a new purpose.

A new purpose? What purpose can there be without my world?

Yet I cannot simply remain idle. That is not my way.

I need to understand this existence. This... Shadowlands. I sense many realms, but four that have a special part to play.

Bring me something from these four realms. Something organic. My kind can discern much from the merest touch.
