USEFUL TIP: You don't have to be facing your target when casting Scouring Tithe.

Was just wondering if anyone knew how to find this spell, or am I just being thick? Can't seem to find it in my spellbook or anywhere else?
Edit: I've already got the spell, just if I remove it from my spell bar I won't have any way of getting it back to my knowledge.
