As of 9.1, on completion of this quest Bolvar now offers the option to skip everything, right up to The First Move.

Several people have reported that they cannot find Bolvar to hand in this quest. After several back-and-forth with Blizzard's automated system/GMs, one eventually checked my character's quest log. It seems at some point I'd partly done the Campaign quest for Revendreth (up to The End of the Beginning ) before switching to Night Fae and completing the campaign there. It will be a while before I can check this (due to Christmas holidays & some RL stuff), but I'll update when I can.

Edit: This appears to have been fixed. When I returned today, Bolvar was standing next to the table.
