This quest seems bugged. I can not advance it, there does not appear to be any way to start a sanctum upgrade. Could this be due to me switching covenants?

You will need to make sure you have enough Reservoir Anima and Redeemed Souls to unlock which ever perk you go for first to get this quest completed.
You get Reservoir Anima through World Quests and Redeemed Souls you get through quest/s in Maw as far as I know.

If you're unable to upgrade, make sure you've turned in the Souls for Sinfall quest. It gives you the Redeemed Souls you need to complete the upgrade.

If you're as confused as me and feel like you ought to have enough of this and that to do a quest when the game is practically still trying to teach you, only to discover you don't have enough and don't know what to do...

Check if you're actually on the right upgrade. I just assumed for some reason they're all the "same price" and went in circles for a while before realizing one (the table) had a little arrow on it and was available while the others weren't.

Description

I've been finkin' of a bit of ways we could improve the place, but since you brought in all of the anima and souls to do it, I fink you should be the one to decide which improvement we start on first. Don't get overwhelmed. As you bring in more anima and find more willin' souls, we'll be able to bring more capabilities to the place. For now, a single upgrade will fit the bill.
