To complete this quest you need loot Shackle Key from Ruble Pile (low drop rate).

There's one Rubble Pile which spawns a mob each time you click it, they drop Shadow Shanks and Phantasmal Haunches almost every kill, along with random BoE's etc. Not sure if it's deliberate or not but clicking it a bunch of times then AoE'ing the mobs on repeat seems a bit too generous of Blizzard...although it's not exactly a bug either.

This kind of quest really makes you wonder whether blizzard has completely lost it.

First you have a ton of mobs in this area, then you have a ton of rubble piles with a low drop rate. Then the rubble piles spawn a worm mob (why?).

Really just all around garbage.

Do not do this quest, or the one following it (Setting Sabina Free) in a group. In this quest, each party member will have to loot the key from separate piles, but the piles despawn when one person has looted them. In the following quest, each party member will have to separately free and kill Sabina. Note that you aren't phased from each other, so you can help the other(s) kill her, but you won't get quest credit because you won't have been able to successfully free her from her chains yet.

I present Revelations of the Light Storyline. This Story line have 4 Quests. This Story line is a part of Sojourner of Revendreth.

Quest Name:	Start and description
1 A Rousing Aroma	Quest start from Sabina 35 53 Revendreth. You need to collect 4 Pungent Swarmer Toxin is drop from Ravenous Swarm You can find swarms next to trees.
2 Rubble Rummaging	You need to find Shackle Key by pressing on Rubble Pile is many around but rate of drop is very low ;/ and you will need to fight wit worm on every searching. Do this quest together with Safe in the Shadows.
3 Safe in the Shadows	Go to 37 53 then find 3 items on ground ( all are close ) Light Satchel, Tattered Journal and Stained Dagger
4 Setting Sabina Free	Release Sabina from her shackles. and then slay Her O_o. That will finish storyline.

Some people are saying to skip this quest due to the low drop rate. And while it is really bad, you do need to complete it for the Sojourner of Revendreth achievement.

my GOD Blizzard is just so freaking dense - the drop rate on this and many other Shadowlands quests is just abysmal and frustrating.

to echo other comments: the drop rate is very hit or miss. could be the first pile, the fourth, the seventh, the twelfth or even twentieth. all down to how lucky you are.

As of right now, you can't enter the area at a low level, all of the mobs are max level making it pretty much impossible to get to the rubble piles.

Description

I do not know how long it's been since my captors left me here, but the Light has... taken its toll. You must help me escape. The key to my shackles should be hidden nearby. Perhaps among the rubble? That's likely where I'd hide something small.
