To complete this quest you need to kill Inquisitor Stelia.
Inquisitor Stelia can be found at 64.43 52.46 on the balcony, invulnerable.
Clear mobs nearby so they will not annoy and use the sinstone to remove the barrier and kill Inquisitor Stelia.

Interrupt her dot, it ticks pretty hard. Blow your CDs and you should be good to go. The yellow gargoyle mobs around her can be cleared before you use the tablet on her, as well as the two vampire mobs on the stairs if you're ranged and like to stay away from getting hit in the face. Good luck!

Quest Name:	Start and description
1 I Don't Get My Hands Dirty	Quest start from Lord Chamberlain 50.8 49.6. Get to 100% and get on 2nd side of bridge. Kill mobs thru bridge. Quest finish to Echelon 64.8 50.2
2 The Accuser's Sinstone	Press on The Accuser's Sinstone will be animation.
3 Inquisitor Stelia's Sinstone	Press on Echelon you will fly to new location. Kill mobs to get Avowed Crypt Key and open crypts to find Inquisitor Stelia's Sinstone.
4 Temel, the Sin Herald	Is auto quest This quest will be done together with Inquisitor Stelia's Sinstone. defeat Cryptkeeper Kassir to get Temel. Return 2 quests to Echelon 67.3 53.5 under steps He will fly there.
5 Herald Their Demise	Slain Inquisitor Stelia 64.7 52.8 Use spell on extra bar to start fight. Go back to Echelon 67.3 53.5
6 Inquisitor Vilhelm's Sinstone	Collect the 3 Hidden Sinstone Fragments: Hidden Sinstone Fragment 67.9 51.6 Hidden Sinstone Fragment 65.3 51.1 and Hidden Sinstone Fragment 64.9 48.5 then go to Echelon he will fly there 65.8 47.1
7 Ending the Inquisitor	Slain Inquisitor Vilhelm 67.2 43.7 use spell on extra bar to start fight with Him.
8 Sinstone Delivery	Fly with Echelon to new location.
9 The Accuser's Secret	First speak with Lord Chamberlain listen to the conversation then fight with The Accuser after few sec will star animation then defeat The Accuser.
10 The Accuser's Fate	Ride Myskia to get to new location
11 A Lesson in Humility	Speak with Sire Denathrius and listen to the conversation after storyline will finish.

To make Inquisitor Stelia attackable

You have to use your Extra Action Button

This took me so long to realise as the zone action buttons and extra action buttons are in the same place on my UI (using ElvUI)

If you use the Ashen Hallow ability that you received earlier in Revendreth, it makes this fight much easier.

So I could not put a dent in Inquisitor Stelia with a Lvl 60 Arcane Mage. I finally figured out that if you kill the mobs around her 1st, she is way easier to defeat. You can take on the mobs without drawing her attention.

If you don't see the extra action button (middle, just above action bars), the type "/reload ui" to get it back.

Description

Since the dawn of Revendreth, Temel has been charged with proclaiming the sins of souls for all to hear. Every soul here, including venthyr, has been forced to endure his wrathful pronouncements on at least one occasion. He will know how to wield Inquisitor Stelia's sinstone to break through her defenses. Simply command him to do so after you locate the inquisitor, and eliminate her.
