You start this from the quest giver situated on the west-southwest side of the Theater of Pain, where the Caregiver Maximillian (Pet Trainer) is.

this quest seems buggy, but it's just awkwardly designed : this is the way to go : get first little green spots on the ground, THEN ONLY you can click on the quest's icon (bone) WHEN TARGETTING a neutral appropriate target. Then don't move for him to follow you, as it SEEMS, but in fact there is a delay to end up AUTO MOUNTED and can deliver the beast.

Questgiver is Caleesy, outside the theater walls, at around /way 46.0 49.0 See the map on Caleesy's page for more info.

Edit: When I originally posted this (3 days after Shadowlands was released), Wowhead did not have the quest giver identified and linked like it is now.

DPS the Neonate Bonetooth to below half health, they will become stunned, click on them, repeat 10 times

Ok Neonate Bonetooth are the birds flying up in the air - beat them down to low health and you will be able to click on them to capture them. Hope this helps.

You have to turn them all in at once. Don't worry, you can mount and fight with them attached by the rope.

So I died while having a few of the bonetooths on me. After I revived and caught another one, it counted all the previous ones prior to my death!

I don't know if they do this kind of nonsense on purpose or what's the deal with Blizzard.

To begin with, how can something even be a neonate in the Shadowlands?

And second, of ALL of the creatures that could be neonates in the Shadowlands, it had to be the bone faced, undead monstrosity?

The "grab" part isn't tapped to you when you pull these things, so be ready to right-click the moment the message pops up. Be wary of other players hovering nearby or running up to you. Blizzard needs to stop designing quests that encourage psychopathic behavior, but it is what it is.

Quest Name:	Start and description
1 Smack and Grab	Quest start from Caleesy 46 48 Maldraxxus. Capture 10 Neonate Bonetooth. When they will get to 30% just press on them to capture. Do this quest together with Take the Bull by the Horns.
2 Take the Bull by the Horns	This quest start from Dundae 46 48 Maldraxxus. You need to Ride 5 Bloodskin Tauralus, to do it first pick up from ground Juicy Nibbler then use on Bloodskin Tauralus Bone Splinter then ride to 46 48 to the circle.
3 Stabbing Wasteward	Slay Satiated Sawtooth 42 48 after finish this quest soryline is done.

They keep disappearing for me a few minutes after being grabbed so I gave it up. What an annoying quest.
Update: Don't have any idea what happened, I got away from the area and the quest had a question mark as completed. went back and got credit. I had first tried to turn in a couple of them, they disappeared and I got no credit. I saw comments on here about getting them all at once, so I grabbed 4 and two disappeared. That's when I said the heck with it, went away and saw it completed.

These guys are super sensitive if you are too high level.
Soft Foam Sword did get them to 10% but never triggered the grab icon.
Had to take weapon and some clothes off to punch down - 50% is required to trigger grab.

Description

Bonetooths are the backbone of Maldraxxus's armed forces. Those that have been trained well are in demand amongst all of the houses. I always need new bonetooths to train, but they can be rather difficult to collect. Bring me some of the younger ones, and I will reward you greatly. Be advised that you may need to weaken them before you are able to capture them.
