Ran into some kind of bug where the Powercells are not spawning. The other 2 quests in this area is complete. Nothing I do can make them spawn. Dropped it and picked it up, zoned another area and came back. Nothing....

On your mini-map these appear as golden dots; in the quest area they appear as blue globes which are clickable (mounted on a short, twisting stone structure). On this page there is a screenshot of what the globes look like. These are not to be confused with other globes in the area which are not clickable (which are more gray/light purple in color and are not mounted on a twisting stone structure).

In order to begin this questline, you must first:

Have the Battle for Azeroth expansion
Complete the Secrets in the Sands questline.
~~Reach exalted reputation with the Voldunai~~ (No Longer Required as of 9.0.1)

This quest is part of a chain of quests that unlock the Vulpera allied race for the Horde. The questline consists of 25 different quests but doesn't take a significant amount of time to complete (around 1 hour with BFA flying). Upon completion, you will unlock the Vulpera allied race, receive the Caravan Hyena mount, the Nomi's Vintage toy, as well as earn the achievement, Allied Races: Vulpera (Hidden Character Achievement). Although it consists of 25 quests, many of the quests can be accepted/completed at the same time.

Destroy 3 Nazeshi Powercells within Dreadpearl Shallows.

Description

Tidecaller Nezara is running the show. If we take her out, the remaining naga will break rank, but getting to her won't be easy. She's protected by a magical barrier that's drawing power from powercells nearby. If we can destroy the source, we can destroy Nezara.
