To complete this quest you need to arm 8 Displaced Scavengers with weaponry.
There are Battered Weapons scattered around the quest area.
Interact to a weapon to collect it and use when near a Displaced Scavenger to arm it.

You can't actually click on the Displaced Scavengers. You have to use the Battered Weapons in your bags while targeting the NPC to get quest credit.

I present Champion of Pain part of Blade of the Primus Storyline Quest Chain in Maldraxxus. If you will look on wowhead story line you should have 2 more quests but they are for previous storyline.

Quest Name:	Start and description
1 If You Want Peace...	Quest you starting in Oribos from Tal-Inara 60.4 37.1. after accept quest speak with Pathscribe Roh-Avonavi is stending next to you. You will be send to Maldraxxus.
2 To Die By the Sword	Kill 30 mons in arena
3 An Opportunistic Strike	Kill 10 elite mobs in arena
4 Champion the Cause	Kill Champion Rin'mar 51.2 46.8 and Champion Gutrend 49.5 48.1. You will learn a new skill.
5 Land of Opportunity	Defeat High Champion Meskal after will be a video and you will be taken out of battle
6 Arms for the Poor	You need to pick up 8 Battered Weapon from ground and use it on Displaced Scavenger. You can do this quest together with Walk Among Death and Memory of Honor
7 Walk Among Death	Kill 8 Unbound Deathwalker.
8 Memory of Honor	You need to read 3 Faded Epitaphs. location 1) 45 58.3 2) 44 61.4 3) 46 61.7. All 3 quest you returning to Chosen Scrapper He will walk with you.
9 Trench Warfare	Kill Malifis use Baron's Warhorn that will help you to do it faster.
10 The House of the Chosen	You need to go 38.8 65.2 to speak with Baroness Draka will be a video after that you will finish this storyline.

Looks like another banger from Blizz. Completed the other quests and only found two, spawn rate is way way way to slow. Seriously it can't be that hard to test and fix this stuff, it must have been reported during beta and they just didn't bother.

If you can't find any for 10min+ abandon and take the quest again, for the moment quest is bugged, sometimes items on the ground stop spawning.

During the quest, Baroness Draka starts to shed some insight on what is going on in Maldraxxus:

Baroness Draka says: Come. This is our only path to the House of the Chosen.

Baroness Draka says: Maldraxxus is home to those who lived for combat. Here, strength is valued and rewarded.

Baroness Draka says: We are the sworn defenders of the Shadowlands. But our leader, the Primus, has gone missing.

Baroness Draka says: Now, the five houses are at war. Two have fallen. I won't let the Chosen be next.

Yet another example of how the little turds at Blizzard seem to purposely design quests that are bugged....

THERE ARE NOT ENOUGH WEAPONS TO DO THIS QUEST

I found 5 of them somewhat fast while killing the quest mobs, but there just is not 8 of them at all.

Note that you can collect a Battered Weapon while in the Druid's Flight Form.
You cannot be mounted on a flying mount to collect a Battered Weapon.
Also, you cannot be mounted or in Flight Form to distribute a Battered Weapon.

Description

This trench is strewn with the remnants of countless attacks upon the Seat of the Primus by forces which threatened the Shadowlands. Each time, Maldraxxus claimed victory. Now scavengers pick at scraps in hopes of buying their way into one of the three remaining houses. In these desperate times, we must gain every advantage possible over our rivals. If we arm these scavengers and offer them a second chance at glory, we can bolster the ranks of the Chosen.
