You need to pick up Emerald Shard from the quest Shards of Emerald to wake the dragons.
They are little green glowing gems on the ground around the dragons and Void Haunts.

The third dragon is back in the "Nightmare" section, not through a portal but through the mist.

If you can't seem to find this quest, read on:

So I picked up the two quests from Merithra; then went to the left, into the nightmare area, and did them. I came back to turn them in, didn't see any additional quests, and just left. I came here to figure out why there were no additional quests. Turns out, there is another quest giver in the Emerald Dreamway: Valithria Dreamwalker

A bit later, I logged on a second character and picked up the same 2 quests. This time I went strait, into the main area of the Dreamway to do them, instead of the nightmare area. On the far side of the Dreamway, I found the other quest giver, Valithria. She gives this quest! I was able to pick up this quest too and do all three at the same time.

Needless to say, I logged back on my other character and went back to the Temple of Elune. Merithra ported me back into the Dreamway, and the quest giver was waiting for me. :D

To upgrade your Heart of Azeroth, you just need to do the 8.2 War Campaign starting with Horde: The Warchief's Order The Warchief's Order or Alliance: The Wolf's Offensive The Wolf's Offensive until you get to this quest.

If there is no quest giver in the Chamber of Heart, Travel to the western side of the Temple of Elune. No quest icon will show up on the map but inside the western part of the Temple of Elune are some NPC's. If it works they should send you inside the Emerald Dreamway zone.

Description

The Void assaults us as we sleep! Those who it ensnares may never wake again. They can only be roused by powerful magic native to our dragonflight. The shards that have formed near our fallen kin may be exactly what is needed. If we succumb to slumber in the Void, we will be lost forever. Please, aid us!
