Leveling your "guardian" seems to be time-gated, you can earn only one rank per day.

My body guard has reached level 4 and I still haven't received the quest "A brief respite". Am I missing something?

Once you have the quest from Lady Jaina, wait until an hour or so before Daily Resets. Pick your bodyguard. All three of them start at rank one.
It may take a few minutes for all three of the bodyguard quest dailies to show up. Complete the three that do. This puts your bodyguard at Level 2 (100 rank increase per quest - need 300 to level). Be sure to take and turn in the quest your bodyguard gives you once he hits rank 2. Take a break until after Daily Quest resets.Pick the same bodyguard. Again it may take a few moments for all three quests to appear.Complete those three quests, and that will take your bodyguard to level 3. This is sufficient to complete the quest (you do not have to complete 3 more quests - just hitting level 3 is sufficient). Really only takes a couple hours this way.

Folks,
2 bodyguards are now at rank 3 and the 3rd one is at rank 4. I have 8000+/12000 rep in Nazjatar and have completed the "A Brief respite" quest. However, Jaina gave me "Friends in Need" and i still dont have the starting quest to the Bane Campaign. Am I missing something here?

Description

The Ankoan have offered their home to us, yet they are barely holding on themselves. We should do what we can to support them while we think about our next move. See what you can do to aid their hunting parties, it may be the only way we survive in this place.
