Our War Continues started at Nathanos Blightcaller on the horde ship in Zuldazar after patch 8.1 was live. I've completed Ready for War before, maybe this matters.

Our War Continues - speak with Lady Sylvanas Windrunner, near to you
Azerite Denied - travel to the north of Tiragarde Sound and meet Rexxar
The Fury of the Horde - speak with him and follow the orcs down the way to meet him again
Cleaning Out the Estate - kill enemies to fill the bar
Machines of War and Azerite - collect bombs and guns
With Honor - speak to Rexxar, attack the tank and kill Lieutenant Cole
The Hunt Never Ends - go to the marked area
Ride Out to Meet Them - fly the Goblin Gyrocopter, use the vehicle bar to kill enemies
The Day is Won - return to your ship
probably 7k/21k reputation needed to continue

Questline part 2:

A Mech for a Goblin - travel to south-west of Zuldazar and meet Trade Prince Gallywix
It Belongs in My Mech! - use Azerite Vacuumizer on Azerite Muck at the marked area. Don't have to kill them before
Avoiding Lawsuits 101 - speak to Uninsured Goblin Workers
The Right Mech for the Job - click the G.M.O.D robot, it transports you. Use vehicle bar to kill enemies. Click Big Red Button when the quest wants you to do
Necessary Precautions - speak to G.M.O.D
Test Case #1; Mech vs. Mekkatorque - enter G.M.O.D again. Click Big Red Button
Insurance Policy - click G.M.O.D 3x
Insurance Renewal - open cages to save the named goblins
Killing on the Side - kill 15 enemies. They also drop Alliance Battle Plans
Mekkatorque's Battle Plans - collect the book at 59 61.8 inside the tent
Mech versus Airship - enter G.M.O.D, use Azerite Cannon to destroy the ship. Speak to G.M.O.D and fight against High Tinker Mekkatorque (only 51% needed)
A Goblin's Definition of Success - return to your ship
probably 14k/21k reputation needed to continue

Seems like quest text is different for players who have 150 of Zandalari Engineering, players who have lower skill (my was 1/150) and players who hasn't engineering at all.

If you are a goblin, this is the quest text when you review the G.M.O.D.'s systems:

<You take one look at the manual written by some other schmucks and throw it away. You know what you're doing!

You poke and prod at various parts of the mech. How hard could it be figuring out another goblin's work?

Maybe it's pretty hard, but you eventually find a meter that says, "AZERITE" and see that the needle is close to the words, "TOTALLY EMPTY BOSS".>

The book read differently depending on if you have Engineering, and also if you're a Goblin. A very nice touch from Blizzard.

Non-Engineer gets the following:

"<You carefully read through the G.M.O.D's manual.
You have to do it several times, in fact, as the combination of goblin talk and "inventive" engineering make it difficult to parse.
Once you're comfortable, you do a review of the G.M.O.D's systems.
The most glaring issue is a meter labeled, "AZERITE". The meter's needle is almost over "TOTALLY EMPTY".>"

Engineer WITHOUT 150/150 in Zandalar Engineering gets the following:

"<You would think your training as an engineer would prepare you for the peak of goblin technology, but alas, nothing could prepare you for this.
The manual contradicts itself not only on each page, but actually in the same sentence. It's a miracle this thing even works.
You finish your review. Short of redoing this machine all over again, the only actionable thing you could find is that the mech is dangerously low on Azerite.>"

Non-Goblin Engineer with 150/150 Zandalar Engineering gets the following:

Description

That was freakin' awesome! We decimated Mekkatorque's puny little army. We got a location on where that little punk and his airship is. That's where he's controllin' all his FORMER mechs. Here's the plan, we're gonna fly over there, blow up that freak, then destroy his airship! Now, I ain't no idiot, <name>, I'm the smartest goblin alive. First, we gotta take what they call necessary precautions. Take this manual, I want you to make sure the G.M.O.D is ready to go!
