The Tools of the Trade: Tailoring Questline starts at Kul Tiran or Zandalari Tailoring Skill 150. Upon relogin into the game or leaving the area and returning to the trainer, next time you will see Timeweaver Delormi near the trainer. She will provide the quest titled A Friend in Needle.

If you're having issues with this quest and she de-spawns while you're killing her...abandon the quest and take it back :)

encountered numerous glitches with these quests. First was during step into her shoes, after going through the portal you don't get credit for going through the portal.
I fixed this with a simple logoff and login.
Second is during saving nine. after closing all but one of the portals and accepting the quest, the last remaining portal disappears. I haven't been able to fix this one yet. I've tried turning off all addons, dropping the quests, walking a good distance away. exiting. everything I could think of. If you encounter this you may need to open a ticket.

edit: I received a response for the ticket I opened about this. Blizzard has not yet decided to mark this quest for autocomplete. They have received numerous reports, and the bug team is working on it. In the meantime they suggested links to wowhead where other players have commented possible workarounds. :) You guys.... they linked me to my own comment XD

So to update, if you drop, repickup at boralus, and make it back to the island, some have reported to be able to take the rift. If it is still glitched and not showing up, we currently have no fix, and I expect we wont have an update until the next maintenance.

Accepted the quest in Boralus. Went with Delormi to Caverns of Time and completed that portion. Took the portal she opened to Suramar - and that's where things got weird. Tried to kill her four times, but she despawned each time. Abandoned the quest and went back to Boralus. Accepted the quest again but she doesn't open a portal. Have tried logging out and back in again, abandoning and picking up again . . . Do I need to go to Caverns of Time and pick it back up there? And if that's the case, anyone who can help me with the new location of the Caverns of Time portal will be my personal hero . . . the portals to Caverns of Time have disappeared from both "old" and "new" Dalaran (a frustrating twist). Tyvm in advance! Off to see if the Enchanting questline is equally - well - enchanting!

I present to you Tailoring Questline in BFA 8.1.5. You have to do 11 Quests after finish chain you will be able to do Synchronous Thread. To start This chain you need to have profesion on maximum.

1x Essence of the Depths Drop from Viq'Goth in Siege of Boralus ( From Normal )
1x Essence of the Sands Drop from Avatar of Sethraliss in Temple of Sethraliss ( From Normal )
100 x Tidespray Linen ( From drop or AH )
100 x Nylon Thread Buy from NPC
10x Expulsom ( From WQ or Scrap Mach. )

Now she's evading. I'm here with about 5 other tailors. Everyone has the same issue. Neither relogging and retaking the quest help.

A tiny little note: You just walk through the portal. Blizz interface usually has you click on a thing to activate it, so if you are in the caverns of time and can't take the portal, it's not glitched in this case. Just go through the space and it will port you. I know that seems stupid and obvious but it took me several seconds to realize it interfaced differently from usual.

Description

Another one of those rifts. Normally I'd repair it, but given the circumstances I wish to see where it leads. It isn't often I commune with versions of myself from other threads of time. But one particular self has been a dear friend for some time. I feel myself growing weaker. If she perishes... We don't have much time. We need to enter this rift now.
