At level 120, this quest popped up for me after finishing Island Expedition and logging out and back in Dazar'alor (but didn't pop up in Boralus). Because this is a breadcrumb quest, it is more than likely that if you have completed The Final Foothold (or have it in your quest log), this quest won't be available.

So to getPushing Our Influence you need to do two footholds+Island expedition intro quest. As it seems right now is that you can not get the island expedition intro quest if you already have island expedition unlocked on your account.Pushing Our Influence can't be shared so in order to get it you need to make a new battle net account and level up a new character to at least level 40, do two footholds and island expedition intro quest, take your character over to Zandalar and relog andPushing Our Influence will pop up and you can turn it in. After that you can transfer that character over to your main account.

PS: Don't pick up or complete The Final Foothold

As of 12FEB2023 (Retail, Dragonflight): In order to begin this quest, your character must be level 40+ and you must have completed two of the foothold quest chains. The Final Foothold is posed as the last foothold quest you are required to complete, so it may be a slight misnomer for the quest chain when beginning the quest.
