At level 120, this quest popped up for me after unlocking one foothold and logging out and back in Dazar'alor (but didn't pop up in Boralus). Because this is a breadcrumb quest, it is more than likely that if you have completed The Ongoing Campaign (or have it in your quest log), this quest won't be available.

This popped up for me today. I'm lvl 53 and already progressed into Shadowlands. (Finished all questing in Maldraxxus and just started in Ardenweald.) Sorry Wyrmbane, I am needed elsewhere these days!
