If you're having trouble figuring out how to board Rastakhan's Might, mouseover the side of the vessel; there are ropes you can interact with.

What To'kini means by "how the Drakkari did it" is sacrificing their own loa for power that they did back in WotLK. To'kini was at the Zandalari quest hub back then, so he saw it all go down.

For "Crew quarters searched" you are looking for Chronicler To'kini. He is on the 3rd level (below deck), hanging by chains to the wall on the left.

Run south and you will see the ship not far from the shore.
Swim to it and use Rope 2 times on the closest to the shore side of the ship
Now you have several options, can just jump down into the cave or use the door to the left and go down

Temple of Rezan Map - when you got on board, turn left and enter the ship and don't go down or up. there is a small room in front of you.
Hold searched - near the cage, opposit side to the cage entrance.
Chronicler To'kini - Jump down into the cage. Move to the front of the ship, you will see Hold searched and stairs down. Take the stairs

There's a big troll ship southeast of House of Jol. You need to get to there.
You may use waterwalking mount or take the boat on the beach.
Anyway, to get to the board you have to use ropes you can find on the west side of the vessel.
When onboard, you need to find three things:

Bug: If you are completing this in a party, when you look for "Crew quarters" part, make sure that everybody clicks on Chronicler To'kini BEFORE he leaves the wall (He is on the 3rd level hanging by chains) or you wont be able to click on him, at least this what happend with me today (08/18).

Kudos to the folks that helped with tips to find the dadgum ropes to get on the dadgum ship! To find To'Kni you need to get to the lowest level of the ship - you get to the the lower levels by doing down on the north end, but to get to To'Kini you need to go to the stairs at the south end and go down. Kill a few mobs and you got him

for the "crew quarter searched" you need to be on the 3rd level of the ship.
Go down to the 2nd level where the big cell is in the middle, go BEHIND that cell, there will be a ramp leading down to the last level to find the person hanging on one of the post.

Description

I know Rastakhan is furious dat dey claimed his ship, of all de vessels in our navy. But dere is a better question to ask. Why did dey bring it here? Zeb'ahari is a small fishing village. Dere are no warriors here, no powerful supporters of de king. Dere must be another reason. Board de ship and have a good look around. See if you can find out why dey brought dat beast of a boat way out here.
