To fill up the Dead Ringer you have to slay mobs along the road.
Make your way up to the hill as next quests anyway will lead you to there.
Best ones to kill are Abyssal Zealot as they give a lot of soul points.

Is this bugged for anyone else? All the mobs look like they should be attackable, but when I try, I get the error message "Can't attack while pacified".

Edit: Ended up opening a ticket, Blizz fixed it for me. It's an error on their end.

If its bugged for anyone else/evading, queue up for an arena skirmish and /afk out

If it's bugged for you and mobs evading your attacks...

1) Find the nearest battle pet - Start battle and forfeit. That should phase you in and back.

or

2) Join Random Battleground or Arena Skirmish and type " /afk "

Interesting find:

I found when attacking an Abyssal Prophet, although the NPC text speech was in Shath'Yar (language of the Old Gods), the audible speech was in English but not registered on the chat log.

Note: The below quote, at the time of this post, was not included in the mob's sound board.

Abyssal Prophet says: "Ak'uq awtgssh zz ShGla'yos"

Which the NPC vocal speech said: "Sleep eternal in Ny'alotha"

Might be of use to those who are trying to translate Shath'Yar or simply would like to know for their own uses / lore implications.

Quest Name:	Start and description	Finish
1. A House Divided	Brother Pike - Join Brother Pike outside Sagehold. northwest not far awey.	Brother Pike
2. The Storm Awakens	Brother Pike - Rally 12 Defectors. They are hide in houses ( you geting 3 ) and single around houses in Sagehold. Be careful to not pull Umbral Hulk ! Taelia will move on north	Taelia
3. A Clean Slate	AUTO START - This Quest i starting Auto but you need to have started The Storm Awakens ( I done them bouth is same time ). With out nothing will pop up. Just kill mobs and destroy things in Sagehold.	AUTO FINISH
4. Twisted Intentions	Samuel Williams - You need to kill 2 mobs: Bound Tempest and Enthralled Tidefury. Bouth in Sagehold one in southwest other on northeast.	Taelia
5. The Abyssal Council	Taelia - Kill Wavespeaker Reid He is in chamber northwest. Taelia will be wait for you behind bridge on east side.	Taelia
6. Oathbound	Tideguard Victoria - She is in mid of Sagehold. You need to get Rod of Tides northwest. Tideguard Victoria will be wait for you behind bridge on east side.	Tideguard Victoria
7. Eye of the Storm	Tideguard Victoria - You need to escort Tideguard Victoria you will be attack 5 times and at the end she'll sacrifice so you can escape .... sad	Brother Pike
8. A Bridge Too Far	Brother Pike - Stand on middle and use spell on your extra action bar. You will made bridge :D.	Brother Pike
9. Lost and Forgotten	Brother Pike - Cross bridge and kill mobs to get to 100%. You will have company :D.	Awakened Tidesage

Hi Ladies and Gents

i have a solution to this issue we're having with the lost and forgotten quest its as simple as going into your WOW folder and then into your Cache folder and deleting the WDB and ADB folders reload the game here is a clip i created and uploaded to youtube. Description

We have seen firsthand the depravity that has taken hold of my former brethren. The time has come to put an end to it. The path ahead is no doubt packed with Lord Stormsong's cultists and their soulwrought elementals. I will absorb their souls as they fall with the Dead Ringer, as you once did. However, there will be no release for these fiends... not this time. We will need them to pry open the final door to the Shrine.
