Hakbi the Risen rare is located in Zuldazar open world Atal'Dazar on Zandalar isle.
Can drop Golden Tomb Defender

Ok this one can actually be hard to find. Especially if you are an alliance player and had never done horde questline.

First you need to get near the Atal'Dazar Entrance and the road is pretty straitforward, but can be confusing for the first time.
Start from the north entrance to the Temple of the Prophet and turn right.

Take the stairs up and follow the road to the flight points and dungeon entrance.
Horde Flight point
Alliance Flight point (need to unlock with quests)
Near the Atal'Dazar Entrance you will see a small road on the north side of the mountain.
Take it and it will lead you to the openworld Atal'Dazar.
Hakbi the Risen will be in the first room there
Dont forget to take Dazar's Forgotten Chest

Hakbi the Risen rare mob can be found in Zuldazar.

Location: 42.0 36.2
Part of: Adventurer of Zuldazar
World Quest: Hakbi the Risen
Rare drop: Golden Tomb Defender

You might saw this one after The King's Gambit.
If not, then start your way from Atal'Dazar meeting stone.
Turn north from meeting stone, you'll see a path up to the hill.
Follow the path, turn right and move under tree roots, there it is.

On This WQ You need to kill Hakbi the Risen. He is located next to Entrance to Atal'Dazar 42 36.

While u standing near the dungeon entrance turn back, you will see a small road up on the left side. Follow that road and you find this mob.

If you are like me and have memory troubles from being raised in undeath to serve the dark lady.

Please note there is another path just before the one you are meant to take.

The one required for this is best described as "go to the dungeon, turn round and facing away from the entrance, the path is just on your left a yard away from the dungeon"

The 'other' path leads to some humans who violently attack you when you wander up as horde and ask for directions

There may be a phasing issue if you have worked your way to where you have "The King's Gambit" offered but not accepted. He would not spawn for me.
