Scouting locations are marked with spinning yellow rings you have to fly through.

Fly along the road to the north to find the first location (Upper Corlain Gate), then turn back and fly along the road to the second location (Corlain Town), then turn West to find the Armory.

There is only one action button (Evade), which should be used when you get targeted.

A Weather Eye is located in Drustvar Watchman's Rise on Kul Tiras isle at 31.22 29.85.
Speak with Inquisitor Mace outside of the house near the cannons at 30.95 29.53, he'll give you Falconer's Whistle. Click on Winston between cannons nearby which will give you control of the falcon. You'll have to scout 3 spots and evade attacks with one action button. The game will tell you when to evade an attack on the screen. Spots you have to scout are highlighted with yellow sphere.
So you have to scout areas north, center and south of Corlain.

To find Inquisitor Mace go out of the tower and walk around it to reach the balcony.
Speak to inquisitor and interact with Winston between cannons. You have to scout three spots:

Upper Corlain Gate spot is located at 31.0 21.2.
Corlain Town coordinates are 29.2 27.7.
Armory can be found at 25.2 35.7 spot.

Do not forget to use Evade ability when being targeted by Crossbowmen

Inquisitor Notley is outside around the back, sitting with his back against the wall.

When he gives you the whistle, there is no whistle in your bag, its a falcon hovering between the cannons. Click on it, you turn into the falcon. You fly to the 3 locations, which are big yellow targets. Things will try to kill you, click the 'Evade' button to stay alive. If you die, you end up back at the tower and you just continue on with the quest.

It just wasn't very clear for me when I did the quest.

Terrible design. I am sometimes challenged on direction. I could not find the darned places until i came here. Marker's on the map would be helpful. basically upper corbain is sort of northwest as you are facing out from the tower, the center of town is straight forward from the tower and the armory is south and sort of west. Keep flying till you see the large yellow targetting circles. They don't appear though till you are in the area and close.

Not sure what happened but I had absolutely no indication where I was supposed to fly to complete this quest. I wonder if it just bugged on me. Thanks for the coordinates - otherwise I would have really been stuck.

Upper Corlain Gate: Follow the road straight north to the wall. Fly thru the orb.
Corlain Town: NW just a little.
Armory: SW a lil ways off.

This may be one of the worst designed quest chains in the game so far.

You might want to watch for these problems/surprises REGARDING THE FOLLOWING QUESTS after turning this particular quest in:

The next quest is to rescue the Blacksmith. I only accidentally found a companion quest to salvage parts on the way to find the Blacksmith. I took it from a stealthed figure cowering behind a tree. When you find the Blacksmith in the cellar, and eventually accept his quest to leave, you speak with him and when you click to leave, the stealth man comes running down to you both, excitedly telling you we all must do that. I waited for more dialogue and when nothing else happened, I went up the stairs, killed a mob and collected the 1st salvage part you must collect.

I noticed neither the blacksmith or the stealth man had come with me. I went back down to the blacksmith and found myself back at the stage where you click on him to tell him we are ready to leave.

Again, the stealth figure came in and this time a dialog started, which resulted in a battle before escaping. As we finally all went up the stairs the 2 NPCs disappeared before reaching the top; their part over.

At least there was one silver lining for me. I have flying and my Monel-hardened Stirrups allowed me to pick up the needed parts for salvage without dismounting thanks to the saddle blanket that prevents being stunned or knocked off your mount. I was like a druid in bird-form!

Upon turning in the quests for both the blacksmith and parts, Lucile gives you a quest to go back to the area into the mine and collect Precious Metals, DO NOT GO STRAIGHT TO THE MINE!

This Quest requires going into the mine and picking up very clearly marked/glowing nuggets. As I fought the spiders, especially with my Demon Hunter's Blade Dance, I noticed miners popping out of the eggs I was hitting, and escaping. Big clue there was yet another quest waiting for me?

When you head out to do Lucile's "Precious Metals" quest, stop by the house closest to the mine entrance, just a little to the south west. You should see a shaded-out quest mark notation that there is a quest giver in the building. I did not discover this and the 2 companion quests until I was on my way to turn in the "Precious Metals" quest. I was only thinking I was going to have to come back to do the entire thing all over again because the rare Bilefang Mother is in that mine.

In a building (around TomTom way point 34.58 30.65 if you use that wonderful add-on) near the mine entrance is Elsie Wright. She has 2 companion quests to kill those spiders in the mine and free 8 miners while I am there. I think you would prefer to do all 3 quests at the same time; pick up nuggets, kill spiders and open eggs to save miners, but the way this quest chain is designed it would not surprise me if Elsie's quests are not available until after you have completed Precious Metals. I hope for others, I just missed it as I flew to the mine and you can pick it up on the way in.

I thought I would warn everyone to check before going into the mine.

She waits in the building for you to turn in her quests and then leaves to get to safety - I guess so you get to fight at least 1 more bilefang hunter as you come out to go turn in Precious Metals, unless you can stealth out of the building.

I returned to the mine to do the entire thing all over again. I thought you might want to know there is no quest in this chain to kill the rare. If you don't have it yet and have the power/gear to do so, you might want to kill Bilefang Mother while you have the mine cleared to her; unless you really like killing spiders.

Unlike all other 'mounted' scouting quests, you are here in full control over where you fly. The only restriction is that you can't stop flying forward, you can't fly out of the area, and you can be hurt/killed by hostilities. Use the 1-button to evade for avoiding dangers and damage.

Directions do now appear on the minimap, so you get to know where to fly.

Description

It would be wise to get a lay of the land before we put together a plan of action. Inquisitor Notley is an expert falconer, and a reliable scout. He utilizes an ancient relic to see through the eyes of his falcon, allowing him to survey great distances. Unfortunately, Notley was injured during the fighting. Nothing serious, but it's left him unable to concentrate enough to control his falcon. Perhaps you could help?
