Update: Fixed as of yesterday.

Quest: The Prophet's Ploy cannot be turned in. The question mark appears on the map however Habutu and Zolani are standing next to the king as normal, not outside the throne.

I should mention this is a big deal as it appears to be important in the zone chain. We're supposed to warn the King that Zul is well, you know.

Dropped the quest, flew back. Quest giver was no longer on the docks (didn't bother checking) because he was near the flight path drop as was the taxi. Picked up the quest, took the taxi, flew back and then THROUGH the palace, back over the water towards the mountains, despawned in mid-air and dropped me to my death.

Recovered my body, flew back to the quest giver and quest completion said to meet the two NPCs outside the throne room, took the flight path back but they were nowhere to be seen.

Since this quest appears to be a near zone-ending questline, it needs to be fixed to complete unlocking the Zandalari faction as far as I can tell.

After this quest I was teleported to The Great Seal and was offered The Wounded King and Terrace of the Chosen by Baine Bloodhoof, the quest was not offered.

If you want to watch the cutscene from this quest again, talk to Natal'hakata in The Great Seal and select their Betrayal of Zul dialogue.

In the cutscene you see the Loa Pa'ku pick up Habatu and the King. I wonder if that means Habatu isn't dead (he's Pa'Ku's follower)?
