The key he drops unlocks a lockbox which is under the tent on the platform where the dockmaster is encountered.

First, you need to find Dockmaster Marl, he's located at 79.0 79.1 spot.
Slay him and loot Dockmaster's Key from his body. There's a chest under the tent.
Open the chest with the key and collect Dockmaster's Records

Kill Dockmaster Marl, Loot Dockmaster's Key, open the Chest (bottom left corner of the Tent), Loot Dockmaster's Records.

Papers, Please quest is located in Tiragarde Sound Freehold on Kul Tiras Isle.
It's a part of Freehold quest line to obtain A Sound Plan achievement.
To complete the quest get Dockmaster's Records from the locked Dockmaster's Strongbox chest.
You can open it with the Dockmaster's Key which you can get from Dockmaster Marl walking nearby.

Quest Name:	Start and description	Finish
1. Freehold	Flynn Fairwind - Use Kill Credit: Flynn's Spyglass will start animation thats all for that quest.	Flynn Fairwind
2a. The Irontide Crew	Flynn Fairwind - You need to collect 3 Azerite Cutlass ( kill Irontide Cutthroat ) and 2 Trickshot's Azerite Powder Horn ( kill Irontide Trickshot ) drop is not 100% you can find mobs in Freehold.	Flynn Fairwind
2b. Papers, Please	Flynn Fairwind - you need to open Strongbox to get Dockmaster's Records. Kill Dockmaster Marl take Dockmaster's Key to open stronbox. Mob like i Strongbox are in same place. If you will see boc but no mob just wait for re spown.	Flynn Fairwind
3. Dress to Impress	Flynn Fairwind - Use Irontide Hat and speak with Irontide Recruiter then pass the bridge and go to first house on right to reach Venrik.	Flynn Fairwind
4. Raise a Glass!	Venrik - speak with Venrik pick "Ale." option. Open you bag and drink Ale :D.	Venrik
5. Rodrigo's Roost	Flynn Fairwind - Go to Rodrigo He is located on top of next house ( where is Flight Master icon ) and go back to Flynn Fairwind He is in same place where was quest given ( some times is not showing on map )	Flynn Fairwind
6. The Big Job	Flynn Fairwind - You need to collect 3 orders: Bilge Rat Orders, Cutwater Corsair Orders and Blacktooth Bruiser Orders. All of them are droping from different fraction. If you will attack one mob from fraction others from same fraction will attack you to.	Venrik
7. Fairwind's "Friends"	Venrik - You need to go to Ring of Booty is on west and Help Flynn Fairwind after you Untie Flynn Harlan Sweete will start his game - 3 rounds after all go to see Taelia She is on griffin next to Rodrigo. hello. noticed this hasn't been mentioned, least it hasn't while i type this. but as a rogue i was able to just sap him and pick pocket the key off him. not much help to most i know but thought it was kinda neat.

If you have the War Campaign quests from Kelsey Steelspark you are phased and cannot compete this quest until you finish her questline through Getting a Clue. Once you have turned in Getting a Clue, and she gives you Reporting in! you will be able to see the him again.

Note, the Trickshots for The Irontide crew are also phased and cannot be killed for their powder horns while you have Kelsey's Quests.

I had problems seeing the chest, submitted a ticket, thinking it was due to addons which I had gotten rid of. GM said it was phasing issues due to not completing War Campaign quest chain (added to game 8.1.5) beginning with quest Loose Ends.

A clear reference to the popular game Papers, Please by developer Lucas Pope.

I then realized that we where heading to a pirate town and hoped there was an inn.

And indeed there is, sadly Blizzard developers missed a nice reference here by NOT calling it The Dobra Inn.

Please help. I finished this quest but I can't find Flynn Fairwind again to turn it in. I've only been playing for a few days and this is very frustrating. What am I doing wrong?

The circle shows the location as an enclave, but the dockmasters office is ABOVE IT.
Shoot the keg of powder near the stairs to clear the way to go up the stairs to the office.
Kill the dockmaster to get his key, you'll need it to open the chest.

Description

All this legwork will be for nothing if we can't show Katherine hard proof linking the Ashvane Company to the freebooters here in Freehold. Ashvane might have been careful to encrypt their books, but I doubt the dockmaster here has any reason to be so secretive. Check his office and find us something--anything--that connects him to Ashvane.
