Follow the raod up the the hill, Stabby Jane can be found there. Ask her about Flynn.
Travel to 89.7 74.6 spot, you'll see a Lugeia and Flynn charmed by it.
As Flynn being charmed he wouldnt listen to you, so slay Lugeia and turn in the quest.

Lured and Allured quest is located in Tiragarde Sound The Wailing Tideway on Kul Tiras Isle.
It's a part of Castaways and Cutouts quest line to obtain A Sound Plan achievement.
To complete the quest first talk to Stabby Jane in the Castaway Point camp.
Then slay Lugeia siren, it's north-east of the camp.

I present Castaways and Cutouts quest chain. Is better to do first quests in Castaway Point then back to Flynn.

2a. Local Flavor	Hungry Sam - Kill any Lurker and collect 5 Juicy Lurker Tail drop rate is not 100%	Hungry Sam
2b. My Favorite Things	Stabby Jane - you need to speak with Hungry Sam, Friendly Pete and Handy Bill after that you need to collect 3 items from the Wailing Tideway Steel Lunchbox, Silver Compass and Tin Robot.	Stabby Jane
2c. Silencing the Sisters	Stabby Jane - You need to kill 2 mobs Patheope and Nolpe. They are found in the cave entrance is located on the east side.	Stabby Jane

Is it me ? or is Lugeia really hard to kill ?
I have tried to kill her a couple of times, but when she summons the sailors, they all end killing me.
Is there a strategy to kill her , or is it me that I'm just rubbish ?

It looks like it is a matter of ilvl and gear you have on you. I died a few times below lvl 120 and when I was back with better gear it was killable.
Focus on siren and try to stun her sometimes.

This was a TOUGH one. As a Fire Mage, most of my spells take too long. I finally did it by leading with a Meteor and Fireball, and getting off a Frost Nova just as the other mobs got within range, then ran elsewhere, and cast Combustion and Blazing Barrier. A Battle Potion of Intellect may have helped, and I did need one Coastal Healing Potion. (This character is also an herbalist and an alchemist.)

she is ridiculously hard to kill on your own. Bring a friend. This one sucks.

This quest is tough, even for an affliction Warlock. It is usually a piece of cake to tank, dot and bolt NPCs who summons adds thanks to my voidwalker, but I have to give up this one at lvl 117, Item Level 200.
During my attempts I have fought Lugeia's health down to between 20% and 30%, and have died because either I have been standing near my voidtank and gotten stunned too much, forcing me to solely focus on draining life and funnel health with no time for dots, and at the end the healing spells isn't sufficient to keep either myself or my tank alive. The other option is to stand at max range to avoid lots of stuns on myself, but then 3-4 adds are spawning around me and my tank is too far away to AoE-taunt them before I am killed.

As a rogue I used Feint to on the adds, then when that didn't help much I used Vanish, which definitely stopped them attacking me, but for some reason Lugeia didn't lose aggro (is that a bug, I don't play rogue much?) and I used Poisoned Knife to pull her away from the adds. She didn't summon any more adds and the old ones didn't resume attacking me, so I just Crimson Vial'ed and whittled her down.

Description

Lookin' for a friend from the wreck, eh? If he survived he may have wandered up the path to our camp. Now if he ain't up there toastin' his buns by the fire, well... lotta poor souls fall victim to the song of the sirens. You should check the camp before you go wadin' out into the tideway. Ask our leader, Stabby Jane. She'd know for sure if a new survivor showed up!
