Doesn't appear to be live as of 4/11/17 even after finishing the Champions of Legionfall achievement. Possibly will appear once the new Order Hall Research finishes, or it'll have some other unknown way to set it off.

In case you are wondering why you can't pick up this quest, it seems to be tied to the 7th order advancement and campaign. So you would need to unlock either "Guardians of the Kirin Tor" or Roster of Champions". If you already completed the campaign quest this week you will need to wait until the weekly reset

The quest will be offered by The Great Akazamzarak found in the Hall of the Guardian

This is the first quest of quest chain to recruit new Mage follower - The Great Akazamzarak.
Before you able up this questline, you have to earn Champions of Legionfall and recruit Aethas Sunreaver.
After weekly reset you'll find The Great Akazamzarak in the class hall next to mission map.

So, you have to find few piles of Arcane Dust through the class hall. They may be at any place, just move around the hall and you find as many as you need.

I don't know why, but even after completing all Order Hall updates and finishing both Normal Mage Campaign and Broken Isle Campaign to get my mount, and lastly having Champions of Legionfall, this quest is still not showing up, even after a reset.
