SO, I think that's important to note for the quest, that there's a difference between the little purple balls of arcane energy floating around the city. There are both "Unstable Energy" and " Unstable Anomaly" ... the Anomalies are slightly larger than the Energies.
If you target and try to use the quest-trinket that Kadghar gives you on the "Energies", it will tell you "Invalid Target".
Look around a bit, and you will see balls of the same arcane energy that are larger by a foot or two, and are valid targets.

I found it was better to go to the areas of the city that aren't the main streets where all of the fighting is going on. ... there's a lot of people trying to get these, so it's difficult to use the trinket before they're already pacified, and finding the less obvious ones made it easier for me.

Outside the walls in the grassy areas

In some of the entries to buildings
in the bank area
In the merchants quarter near the former AH.(engineer's shop)

The Unstable Anomalies look like little purple balls of energy. They have a good chunk of health. Unstable Energy looks similar, but does not count, and has only 80 health.

You don't need to channel the entire length of the spell. Literally tagging it with the Translocation Anomaly Neutralization Crystal will give you the credit for it.

For whatever reason, when I went to complete City Under Seige, Khadgar hadn't spawned, so I logged out and logged back in again, that time he spawned right where he was supposed to. Only problem is, as soon as I turned in the quest he disappeared before I got the chance to pick up this quest. Anyone else encounter this? Found any solutions to the problem?

Description

Dalaran's move to this location was intended to be a temporary measure, but we may need to depart sooner than expected.

Blinking a city across the world is no mean feat. The magnitude of energies involved can lead to... unexpected side effects.

Arcane anomalies are causing mischief throughout the city. Their presence could destabilize any attempt to blink again.

We don't have time to let them dissipate on their own, <name>. I have a device that will help speed things along.
