It's a killing objective quest, just head to Evermoon Bazzar and start killing guards.
Most of the guards reward 6% into you progress bar, You will need to kill around 17 guard.

This might sound obvious, but... Suramar citizens such as Loyalists and Scions won't count towards the quest. They have to be the armed guards.

Enforcers and Oppressors give NO reward on this one.

Killing the guards and demons around the portal, and Starcaller Retreat in general, do not count towards completing this quest.

Really stupid quest. If they want you to kill specific mobs in a specific location it should specify that.

You will actually kill mobs that count (like nightfallen) and right by them you can kill Demons that don't count at all. Your only safe bet is to highlight them and see if they have the quest listed under their name.

I'm sure this is bugged, but there are so many bugs in this expansion I wouldn't expect it to be fixed.

Take the Portal to The Waning Crescent and then proceed to the Evermoon Bazaar - a lot of guards to kill and you can pull them individually

I found the easiest way to do this was sit in the canal around the Artisan Gallery (46.25, 73.35) and pull mobs into the water at a rate you choose. Little chance of being ganged up on while swimming.

A really easy location is on a small T-shaped pier where the NPC Deline stands (way 51.19, 26.114) No need to stay in the water either. All the mobs here count and are very easy kills.

This world quest, along with a few others in this zone isn't there when on my alts leading me to believe you may need to be a certain reputation or at a certain part in the main story for Suramar.
