In Beta (today) this is dropped by mobs, but there's no text indicating it on their tooltips.

I've looted from Nightmare Imps in Moonclaw Vale.

Easy place to farm these is in Val'sharah at 67,74. There is a big camp of easy Wildeyed Undergrell mobs that spawn quickly and in groups together.

My pick would be to farm these runes from the onslaught of demons attacking the Illidari Stand in Azsuna. This is a good spot because

The demons are running towards the base continously
The demons are not tapped, you share kills with others that farm
At the Illidari Stand there is a shadow bolt tower that tears the demons apart (if you stand close enough)

Another good farming spot is Trickster's Gut in Azsuna. The imps there are easy to kill and spawn relatively fast.

Faronaar in Azsuna, just south of the Illidari Perch. Find the spot where there are numerous groups of the little Fiendish Tricksters. They typically come in four a group and are very easy to kill. Tomtom coords: 33.25, 50.30

1. Fly to Illidari Stand, Azsuna.
2. Stand at pylon at /way 42.8, 43.6.
3. Use this macro to mouseover cast it on all the hostile mobs within reach. The ones that aren't fighting anyone will run toward you.
/cast Shadow Word: Pain
4. Watch apathetically while your pylon kills them in seconds.
5. Loot.

Even though it says "throughout the Broken Isles" it turns out these drop from all the demons in the Bringer of the Light scenario (the one in The Exodar). I destroyed one of the portals so the NPCs set up their banner with the buffs and I sat there tagging the endless stream of Felguards running by. They have low health and the NPCs kill them for you. I had all 50 runestones in just over a minute.

Travel to Illidari stand in Azsuna and find any beacon (looks like pillars with purple orbs above them) out of stand. I tried at 42.4 46.6. There demons spawn and run past the beacon to Illidari spand.
You have to pull them within beacon's radius as it deals huge damage and helps you much. Keep in mind, drop chance isn't 100%

The Garden of the Moon in Val'sharah was great for me, stuff spawns pretty quick. Just turn off your sound off.

For new players and alts wondering, I checked and you cannot get these on Argus while questing there.

as others have mentioned just go to Illidari stand. Directly below inkeeper, outside, there is a "canon" that shoots demons. Just dot everything and let them come to you. EZ

Val'sharah: Emerald Bay is good spot when the world quests are up to attack the Legion. I got 50 Runstones within 3 minutes and that was with other people farming as well. The mobs respawn really quickly and they are close together in the field.

Αs of 12/9/2020 The Arcway Vaults in Suramar (Entrance @ 34.39 , 84.07) works wonder . Fast respawn of mobs guarantees a seamless stream of Runes.

I chose to farm this at Wrynnfall in the Broken Shore. Exactly, the place where Varian Wrynn has fallen. In patch 9.0.1 even a freashly geared character clear this fast as the mobs also spawn fast and in bulk.
So why not seek vengeance and collect the stones in the same time? That's what I did, fighting as a Fury Warrior in the name of the Alliance!

I flew to Illidari Stand and went over to Faronaar Front 42.45, 43.36 and stood by one of the NPC demon hunters at their little horned skull shock turrets and tagged Felguard Shocktroopers and Wrathguard Invaders (the turrets help kill them FAST) and had all 50 runes I needed in about 20 minutes!

Description

I cannot stand by idly and allow the Legion to destroy our home. I've been studying their language for some time, deciphering any runes I can get my hands on, but my supply is severely limited. If I had more runes to study, it's possible that I may discover something that will help us in locating Balnazzar.
