Simply converse with the wind elemental to start the "event," and then dodge the tornadoes for 50 artifact power. If you get hit by a tornado, run away to reset. Killing the elemental that spawns after you're struck nets you nothing.

These appear as Rares (indicated by a star) on your map. They are events that, when the Shaman interacts with the Shrine, spawn a Raging Elemental. Defeating the Elemental used to award the player character with Artifact Power, the Legion expansion's big, important, most crucial resource (it powered our Artifact Weapons, and we used Artifact Power to level the weapons up and improve them).
Each spec of each class had some kind of "hidden" easter egg tied to it (and I believe most, if not all, of them were unique) -- Frost Death Knights would occasionally stumble upon an image of the Lich King while out in the Broken Isles, and he would award them AP; Blood DKs would "feed" their ever-hungering weapon the "souls of enemies" for a buff; Elemental Shamans would occasionally encounter these rare Shrine events while out in the Broken Isles. I believe some classes still have no idea what their easter egg was, sadly -- it would be really cool to read a list that compiles all these easter eggs!

Unfortunately, now that Artifact Power is 100% obsolete/useless, there is 0% reason to do these encounters. They don't drop any loot (not even greys); they don't drop/award any gold (not even a copper); they don't even buff your character (I was surprised to discover that); you can't even mine the corpse of the earth elemental if you're a miner. There's absolutely NO reason to complete these encounters anymore. Aside, I suppose, from XP if you're leveling... but I'm assuming that it grants XP as a hostile mob -- I forgot to check if I earned any.

I think these encounters are so cool and add so much flavor that I wholeheartedly believe they should go back and add some minor incentive to do these encounters, like a simple stat buff. It's been years since Legion, but I am still hopeful that they will.
