You just have to go to underbelly and kill Dirty Rats.. It looks like you kill 2-3 to get one scrap. get 3 scraps to make one pattern.

Go into the Dalaran's Underbelly and collect 3 Highmountain Leatherworking Pattern by killing rats - they'll drop Leatherworking Pattern Scrap, combine three of these to make one Highmountain Leatherworking Pattern.
When you enter Underbelly you get Sewer Guards or No Guards debuff. Sewer Guards means the guards are on their posts and no PvP is allowed.No Guards means there is no guards and Underbelly becomes free for all PvP zone.
Guard Captain Raethan is the one controlling the guards. You can hire personal guard if guards are not on their posts for 5 gold and you'll not be flagged for PvP.
So buy a personal guard to avoid ganking.
Reward is Warhide Shoulderguard, Warhide Footpads

After going in looking for rats and dying until I had a 2 min rez timer, I decided to try and look for a safe spot away from pvp. I was able to go down the enterance near the violet citadel (you will see black harvest warlock portal) and stand in the doorway and shoot 3 rats that respawned and use my loot-a-rang to loot them.

With this whole realm sharding thing that blizzard does if you run into the underbelly and you get the no guards debuff (crazy pvp) then you can just run out and run back in until you get the sewer guards debuff. you don't have to worry about pvp this way. you can also keep running in and out until you get on a realm shard that has very few people farming rats.

There are two types of rats in the Underbelly:
Roaster Rat, these are unkillable non-combat pets.
Dirty Rat, level 1 killable critters. They don't drop anything under normal circumstances, except if you have the quest active, then 1 out of 3 approx, will drop a Leatherworking Pattern Scrap. Loot 9 of those scraps, combine 3 times, and you're done.

Problem is the PVP switches in the Underbelly, hard to predict with the x-realm thing. And mass PVP means a lot of people killing rats even unintentionally.
Be prepared for some patience.

You can AVOID all PvP in the Underbelly for 5 gold.

I repeat, you can AVOID all PvP in the Underbelly for 5 gold. Just visit the guard captain in the sanctuary area and slip him 5 gold and he'll assign you your very own personal bodyguard for 5 minutes.

Although the recipe states that you will learn Warhide :

Its actually Shoulderguard and Footpads that you learn.

Get in sewers of Dalaran, there many rat critters, which drop Leatherworking Pattern Scrap, combine 3 of them to craft Highmountain Leatherworking Pattern. If you dont want to fight against other players, buy Hired Guard buff from Raethan.

There are many leatherworking profession quests in Legion, 42 total, check out under the spolier, if missed something. You also need to be at least 600 in Leatherworking to pick up the final quest Mounting Made Easy, which rewards you Recipe: Elderhorn Riding Harness recipe to "craft" Great Northern Elderhorn mount.

After Killing quite a few Dirty Rat nothing was dropping. I abandoned the quest and piced it up again and they dropped, didn't seem to be a bad drop rate either.

Sooooooo much complaining.

1. Wait for guards on duty or hire your own.
2. Kill 15-20 dirty rats - should be about enough for 9 scraps.
3. Combine into 3 patterns.
4. Done under 5 minutes. No muss, no fuss.

This need not have any pvp content. But if you are AFRAID, do this at 3am.
