If this is a permanent choice, it's quite possibly the worst example of "content vs convenience".

The Inn gives you a permanent teleport spell, plus 20% bonus XP in the zone. (convenience)
The Trading Post gives you access to vendors that sell a variety of stuff, including a toy and a follower, thus, not choosing this option means you can never 100% collect all the followers. (content)

Edit: The above was posted prior to WoD even releasing, and thus, prior to knowing we could swap outposts. Don't downvote me for not clairvoyantly seeing the future.

all the choices so far have been wow this is fun which cool thing am i going to pick, then we get to this one and i was lets just say underwhelmed.

the base's themselves look interesting but for the most part you won't be picking any outpost for its looks, so we get to pick between a third hearthstone or a vender.

i must say i was unimpressed.

I chose the inn and noticed that it does not behave like a "real" inn, meaning it does not offer instant logout, nor does it give rested bonus.

You can do what i did...
I don't know if it should work that way or they are going to fix it, but it's was the best option for me.
First choose the smugglers and DON'T turn in the quest! You can still summon the vendor and still get Gronnskin Bag , Bloodmane Charm , Inactive Apexis Guardian and other buff items for the zone. I did the quests with the goblins to the east and the bonus objectives while waiting for the 10 minutes cds.
When you are done and got everything you wanted from Honest Jim, abandon the quest Orders, Commander?, accept it again and choose the brewery and voilà :)

To answer my own questions:

Yes, the quests that are on a poster in the Smuggler's Den are also on a poster in the Brewery.

In order to get the follower from the Brewery, you have to follow a series of quests. So, no, you can't choose the Brewery, get what you can from it without turning the "Orders, Commander?" quest in, and then swap. (Which you *can* do if you choose the Smuggler's Den, see earlier comment on this page.)

I have not yet found out if you can do the quests from choosing the Brewery, swap your building (for OMG quantity of gold) and then get *that* quest line. That would be nice, since the Smuggler's Den starts a quest line that allows you to get a battle pet. (see Ikky's Egg)

ETA: I finally chose the Smuggler's Den. Honest Jim has various buff potions that I was finding very useful in leveling in the area, and I want the battle pet.

ETA: On the other hand, as far as I can tell, Hulda is the ONLY rogue that does NOT have Sprint. I have so many followers (and I've only just gotten to 20) that have Avoid Dangerous Zones, having one that does something else would be awesome. (and yes, I've tried to change it with the follower re-roll, and it changes the secondary traits and NOT the primary ability.) (Which, reading further, is probably all it does, and I'm stuck with the Sprint.)

When you take a quest and choose a building, but then abandon the quest afterwards, Lieutenant Willem says: "Change of plans, men. Let's do it again!" - and the building crumbles to dust.

Then when you choose a building, but leave before handing in the quest, Lieutenant Willem has apparently gotten a bit impatient when you come back again...

"Praise the Light you're here. I thought we were going to have to wait until a courier could reach you for a decision on this."

Poor Lieutenant... dealing with such an indecisive commander...

Pick up the quest from Jasper Fel at coords 46.0, 46.3

1. One of Our Own - (Video) - Speak to Shadow-Sage Iskar, at coords 46.4, 45.5, after he is done conversing with Reshad.

• Select "Your prisoner is with me. He means your people no harm."
• Turn in the quest to Jasper Fel, and pick up Inspecting the Troops.

2. Inspecting the Troops - (Video) - Travel south to Southport at coords 40.0, 60.4 and turn in this quest to Jasper Fel.

• NOTE: While completing Step 2, you can loot the treasure items, Garrison Workman's Hammer at coords 41.8, 50.5, and Abandoned Mining Pick at coords 40.6, 55.1.

3. Orders, Commander? - (Video) - Speak to Lieutenant Willem, and click on the Drafting Table to decide if you want to construct the Stockton Brewery (Home Away from Home) or Smuggler's Den (Smuggling Run!) as your Outpost building in Southport.

Having done no questing in Draenor beyond establishing a level 1 Garrison in Shadowmoon Valley, I sought to build the Smuggler's Den in Spires of Arak simply to obtain the Bloodmane Charm on an alt.

There was so much confusing, incomplete information regarding procuring this building that I wanted to share my exact process for anyone who wants to build the Smuggler's Den without questing beyond what is absolutely necessary. If there is a quicker way (and there very well may be), please let me know.

Note: If you've already built the Brewery in Southport, this won't help you.

I accepted neitherNews from Spires of Arak or Arrakoa Exodus, which are cited to be prequels.
While they are part of a full quest line, they are not essential to this specific task.

From my Garrison I flew to NPC Azik at /way 37.9, 18.0 in Spires of Arak.
Accepted Quest: The Shadows of Skettis.
Flew to NPC Reshad at /way 43.6, 13.0 in Spires of Arak.
Completed Quest: The Shadows of Skettis.

Accepted and Completed the following Quests from Reshad:

Hidden in Plain Sight.
Adherents of the Sun God.
Orders From On High.
At this point, Reshad will offer to train you in Archaeology and Inscription.
Accepted The Crone from Reshad.
Flew to NPC Ornekka at /way 51.6, 31.4 in Spires of Arak to complete Quest: The Crone.

Accepted the following Quests from Ornekka:

Description

Commander <name>, it's an honor.

We're barely holding on, <sir/madame>. We have a week's supplies at best, assuming we have any troops left to supply in that time.

The inn would allow us to station reinforcements here, while the trading post would allow supply routes with the outcasts nearby.
