Is there a quest that leads you here? Apparently, I didn't complete this one

Go southwest from the questgiver, down the steps (you will be on Duskfall island) and down the path. You will encounter Outcast Darktalon , also other Outcasts. All you have to do is right-click them and they will move towards the refuge. When you go futher into Veil Shadar there are more outcasts, guarded by Adherent Wing-Guard, Adherent Sun-Caller and Adherent Squallbringer.

I found the majority of outcasts around 77.2, 60.8

Also the path to the cave where Wing-Guard Kuuan is, for the quest Kura's Vengeance is there at 79.5, 60.6

The shadow tomes needed for Forbidden Knowledge are located in the various tents where the Adherent guys are.

If you keep circling around the highlighted quest area, the Arakkoa Outcasts will respawn, just takes a little while.

Accept the quests:
• The Purge of Veil Shadar, from Shadow-Sage Iskar (coords: 70.5, 56.8),
• Kura's Vengeance, from Kura the Blind (coords: 70.8, 56.8), and
• Forbidden Knowledge, from Darkscryer Raastok (coords: 70.5, 57.3).

1. Kura's Vengeance - (Video) - Travel the path southeast that starts at 71.3, 57.4 into Veil Shadar.
• Enter the cave whose entrance is located at 80.3, 61.9.
• Defeat Wing-Guard Kuuan, inside the cave.

2. The Purge of Veil Shadar - (Video) - Exit the cave and click on 8 Outcast Arakkoa mobs (Outcast Shadeweaver and Outcast Darktalon) to evacuate them.

Forbidden Knowledge - While evacuating the Outcast, loot 6 Shadow Tome (red books that usually appear under the small tents -- see video if unsure what I am referencing).
• Travel northwest to coords 70, 57 and turn in Kura's Vengeance, The Purge of Veil Shadar, and Forbidden Knowledge.

Before I was even given a name, I was given a place in society: at the bottom.

Iskar is lying. It's revealed in the short story Apocrypha that Iskar was a priest of Rukhmar, far from being at the bottom of Arakkoa society. In fact Iskar was the former wing-mate of High Sage Viryx, the boss of Skyreach and the one behind the persecution of the Arakkoa Outcasts.

Apparently this storyline (and thus the entire "The Plight of the Arakkoa" part of Don't Let the Tala-door Hit You on the Way Out) can be completed without The Purge of Veil Shadar and Forbidden Knowledge: I turned in Kura's Vengeance before turning in the other two quests, and I got credit -- the Achievement Tracker notification that I had completed and received credit for "The Plight of the Arakkoa".

However, oddly, you must still at least accept The Purge of Veil Shadar first, in order to see and accept . I'm not sure if Forbidden Knowledge must also be accepted. This is strange, though. It makes me think allowing this segment of the achievement to be counted as completed without those two quests turned in may be an oversight/mistake. It's a moot point regardless, though.

This storyline is super short. It took me all of 5 minutes on an over-level character (Level 58; current max = 60) to complete the entire storyline from start to finish.
