It's hell when the yellow question mark is right on the screen and you can't find it, especially for blonde mages. After you kill 'him' and get the key, jump ship toward the open sea to the north, turn and swim to the bottom, on the north side of the ship there's a hole you can swim through and viola, "work complete".

He is up on the bow of the northern ship at 14,23, I have screenshot I submitted.

The chest is at the bottom of the ship. The last floor, you'll notice one of them big boat guns at the ground, then towards the left is the chest, with a mob near it. I had some issues finding it, so I thought it be helpful to post this on wowhead.

Get the Intrepid Strongbox Key from Captain Halyndor.

	Intrepid Strongbox Key (1)

Description

To break the curse, there must be a reckoning. Captain Halyndor damned us all to covet a forbidden artifact; the Eye of Paleth. His spirit still covets it, standing guard over the strongbox of his old ship, the Intrepid.

Vanquish the soul of the one who cursed us so, <class>. Defeat the Captain, claim his key, and spirit the Eye of Paleth far from this place.
