This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Location: Head to The Agronomical Apothecary located within the Magus Commerce Exchange. As soon as you enter the building, you should see Patricia Egan. The book spawns on the bookshelf directly behind her, on the far right of the third shelf from the bottom.
