This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Location: Head over to the Threads of Fate store. As soon as you enter the building, look to the right and you should see two bookcases next to Richard Hatstock. The book spawns on bookcase inline with the doorway, on the left of the third shelf from the bottom.
