You don't need to have completed the dungeon yourself to access this vendor for Rarity. He is present even if the instance has been cleared, so it's possible to find a person who's already cleared it out, 'piggyback' on them, and use their instance to access the Shopkeeper.

Just go through the first door (don't go in any of the portals when you do), down the first set of stairs, turn right (toward the northeast), and look for 'Shopkeeper'.

Until you interact with them, they are neutral to you; once they have made the comment "Psst. Hey, you. Unassuming visitor. Do you like small creatures?", use /yes or /nod, and they will be interactable for you to buy Rarity.

Whether this is a bug, or intentional, it seems like you cannot interact with the Shopkeeper in the Heroic version of Tazavesh. They still prompt you with the whisper, but /nod and /yes do not trigger them as a vendor.

Credit for this information goes to Albosky, who posted this awesome discovery on the Stygian Lockbox page.

The intention of this vendor's sell list is to pickpocket in Tazavesh! Players have been complaining about the randomness of Stygian Lockboxes, rightfully so, as farming them by kills is horrible. Together with a collector guildie we went into Tazavesh hc, defeated Zo'phex and started pickpocketing everything in the start and the Veiled Market.

To our surprise, we were getting every type of lockbox rather quickly. We ended up farming all boxes we needed for the both of us in about 20 minutes; I'll have to give that we looted three Stygian Lockboxes on the first run so that helped. You can also loot Satchel of Security as a joke item, and Locked Artifact Case for some profit.

"To get the Pet you'll need to access a "hidden" vendor in the second room of the instance.
Right after the first boss you'll run down the stairs to the right and the shopkeeper is in the right corner.
Once there he will trigger a dialog "Psst! Hey you. Unassuming visitor. Do you like small creatures?"
Target the shopkeeper and write /yes and the interraction will trigger the ability to trade.

To purchase the pet you'll need 2143g and Oxxein Lockbox, Solenium Lockbox and a Phaedrum Lockbox.
If you're lucky you'll already have them. In my case I went for pickpocketing and got them all within 3 hours.
The Oxxein Lockbox can be found in Maldraxxus, the Solenium in Bastion and the Phaedrum in Ardenweald.

I was having issues getting access to this vendor until I read a YouTube comment by Perid0tStar. They suggested making a /nod macro and spamming it while running around the vendor. It took a couple dozen nods but the vendor finally opened up, despite me never getting a whisper from the NPC. This was on Heroic difficulty.

As of 9.2.7 it looks like all the bugs got fixed or something. Went in today on heroic difficulty, he whispered me, did /nod and I had access to the vendor. Did relog repeatedly while my char was still in the dungeon and still had access to it.

Protection warrior solo on heroic difficulty (ilvl 298).
Cleared trash in fury spec, 1st boss in protection spec. You will get disarmed and intorrigated. Trick for interrigation (other than human racial - Will to survive), heroic leap to far side of the room. Boss only has 30 sec to get to you and even if he does at some point, it's some damage. Not full HP. After 30 sec, the cage debuff despawns.

Go to shopkeeper :)
