i've posted all my experience and speculation from gathering parts for the mount on the page for it (Nilganihmaht Control Ring), so i won't repeat all of that here. but this NPC can be found in the rift phase of the maw at the back of a cave, entrance at /way #1543 25.6, 32.0. you can place a ring on each of its fingers, and there is a book resting against the pillar next to it, Hands of Defiance: A Chronicle of Woe, containing some related lore.

you can access this phase while doing the night fae covenant assault quest A Shady Place by using Unbalanced Riftstone to phase into the rift. this allows entrance to the rift at will. you dip in and out whenever you want with a few seconds' cooldown, as long as you aren't in combat, so the only limitation is that if you spend 10 consecutive minutes in the rift, you are automatically booted out and then have to use the quest item to reenter. fixed - you can now only enter the section of the rift that is in the actual quest area; if you leave you get booted out of the rift.

you can also enter the rift in korthia by using a Repaired Riftkeys on a maw rift, and then mount up and ride to the maw. the drawback here is that when you enter the maw rift, you only have 15 minutes until you are phased back, so you have a limited time to travel from korthia to your destination. you can also use a Collapsing Riftstone, which can come from zovaal's vault as part of the Full of Surprises daily.

Hand of Nilganihmaht is used to place the five rings and get the mount Nilganihmaht Control Ring.

After collect the all five Nilganihmaht's Rings, use Repaired Riftkey on Rift Portal in Korthia and walk to Hand of Nilganihmaht in The Maw.
Once on the cave, place the five rings on the hand to get the quest Gotta Hand It To Ya, this quest rewards Nilganihmaht Control Ring.

Nilganihmaht's Stone Ring, Nilganihmaht's Runed Band, Nilganihmaht's Gold Band, Nilganihmaht's Silver Ring and Nilganihmaht's Signet Ring.
