Looks like the way to be able to spawn the rare to have a chance for this pet is to put out fires during you ember court run.

The item you need to be able to put out fires is Anima-Infused Water

Thanks to Nirvcoil and a few others who have got this item, it seems to be from the end chest after a complete Ember court from Sika when you have had her at Friendly. (If you hit friendly with her in a run it most likely will come from the next one)

Next step is to have the Decoration "Traditional" unlocked which is a bunch of candles burning around ur ember court. This is the only way to start a fire in your Ember Court. When Stonehead says "Candles start fires" the fires will now have spawned around inside your Ember court. Use the bucket to put out the fires, so far i have had a rare spawn ea time i done this. There is quite a few fires around so make sure you have put them all out. Buckets have mutliple spawns all around the court.

You have to buy Dreger Pool unlock for you Ember court before this is able to be unlocked. Which if i remember correctly is from hitting Friendly with ember court.

Once you got the bucket for your Ember court then you will have to pick it up during your weekly run. You have to put out fires and hope for the rare to spawn.

Have had 4 spawns of the rare so far from the 4 Courts i done this with and i got a pet every time from the rare. So it seems like the pet is a 100% drop rate from the rare.

Ember Court Only (Venthyr) Cageable: Yes
To get this item you first need to be good friends with Silka
After an Ember court session with where Silka ended the scenario as "very happy" or "elated" you will earn Anima Infused Water as an upgrade to your Court Favors. You can check to see if you have this by checking your Court Favors achievement progress.

After you have the Anima Infused Water Court favor,
Choose the "Traditional" decorations for ember court.

During the ember court scenario wait for Stonehead's emote "Ut oh. Candles start fires."
Then use the anima water buckets you find to put the fires out.
Ashen Amalgamation should spawn from one of the 30+ fires you can put out. I got Pile of Ashen Dust to drop on my first try, so I'm not sure about the drop rate. This summons the pet Char

Note: Silka does not need to be present to spawn the Amalgamation. You just need the item as an available Court Favor.

I've previously gotten this pet 3/3 times with the event that spawns the rare that drops him but this past Ember Court, after putting out all the fire, the rare did not spawn. At the time, I had sold all the Chars so I had 0/3 in my pet journal. Not sure if it was always this way and I've been lucky or maybe they changed the spawn recently. Just an observation.

Worth noting that anyone in your party can loot the pet from the defeated rare. Feel free to bring a friend to give them a free pet!
