Trader Bix is a broker found in the Kraznir's Exchange of Bastion.

It offers a Pristine Vulpine Pelt in exchange for a Necklace of Dredbat Fangs, the second step in a unique exchange between brokers necessary to procure Preserved Berries. The Preserved Berries are used by members of the Venthyr Covenant to secure a confirmation of attendance from Aliothe, the Droman of Hibernal Hollow, via RSVP: Droman Aliothe.

This NPC is named Trader Bix and sells an item called "Pristine Vulpine Pelt".

You can find Trader Ta'bix in the west of the bastion at the Transfer Station Ta. Here you can get a Pristine Vulpine Pelt in exchange for a Necklace of Dredbat Fangs. Needed as a trade item for the quest RSVP: Droman Aliothe.

Below are all the stations and vendors you need to trade in:

Take the Quest RSVP: Droman Aliothe from Droman Aliothe in the Ardenweald in Hibernal Hollow. The big bear near the flight master.

To complete the quest you will need Preserved Berries, which is sold by Ta'ruca in Revendreth at the Night Market.
Go to the Night Market in Revendreth to Ta'tru, southwest of Darkhaven.

Buy a Necklace of Dredbat Fangs
- the price changes every week
- e.g. 20x Laestrite Ore or Shadowy Shank
- you can farm it yourself or buy it from the AH
After that fly to the Bastion and ride to the Transfer Station Ta, west of the Bastion.

Trade the Necklace of Dredbat Fangs for a Pristine Vulpine Pelt at Trader Ta'bix.
After that, fly to Oribos and go to the The Broker's Den, which is in the basement of "The Idyllia". It is the eastern entrance in the "Ring of Fates", the one with the beer mug above the entrance. Then go into the right or left room and through the door down the stairs.

Trade the Pristine Vulpine Pelt for a Aquamarine Cartel Chit at Ta'lan the Antiquary.
Then go back up to the "Ring of Fates" and turn left into the Hall of Curiosities.

Trade the Aquamarine Cartel Chit for a Teregeer Crystal at Acquirer Ta'gosh.
After that fly to Maldraxxus to the Challenger's Promenade, just east of the "Theater of Pain".

Trade the Teregeer Crystal for a Spiral Deathroc Horn at Au'larrynar.
After that fly back to the Night Market in Revendreth.
/way 51.11 78.56
Trade the Spiral Deathroc Horn for Preserved Berries at Ta'ruca.
Finally fly back to Droman Aliothe in the Ardenweald and complete the quest to get RSVP: Droman Aliothe.

Note: If you want to do the quest for the Ember Court more often you can buy several Preserved Berries.

~~Currently appears to be bugged, as of 3/9/21 (start of 9.05) and is not offering the Pristine Vulpine Pelt.~~

Edit: He is now outright excluded from the Droman Aliothe RSVP quest, and the necklace goes directly to Ta'lan the Antiquary in Oribos.

I came here for the location of Trader Ta'bix. He sells Happiness Bird, a crafting reagent for Abominable Stitching. As by other comments, I decided to go pay the Trader a visit. I came away with a ever so slightly ill looking happy bird. Mission completed. Just reporting in to clarify...(hopefully).
