He's the only Drakkari I can find in BfA, and the only named speaker besides Ik'nal, the last dark troll. Is he the last of his kind too?

He is probably not "the last" Drakkari frost troll(species), but the last Drakkari frost troll that was placed into position of speaker while the Drakkari were still a recognizable troll tribe/nation/empire.

The Drakkari were assaulted by the scourge, they took heavy losses here. They were attacked by player npcs, more losses, they sacrificed their gods/loa for power(the gods can regenerate, but the trolls lost them as patron deities for their specific tribe forever basically), and then they later lost more people (probably the most or all remaining veterans/elders) in mists of pandaria/throne of thunder(they lost their King here on top of that). I have no doubt (unless Blizzard specifically lores it) that there are some/enough women/children/young teens and a few scattered super old dude trolls and some "profession trainers" are scattered around, but the vast majority of their knowledge/culture/cohesion/religion is gone..... forever. Even if the "Drakkari troll" species/phenotype survives, the "tribe/nation" is effectively dead.

It's like if some huge cataclysm destroyed some random country and only 1000-10000 or so members survived. (all cultural heritage sites and libraries are destroyed+majority of "human lore keepers"). Even if they were all of the same "nationality" or "race", that country is dead. The survivors likely have nothing in common except for possibly their skin color and or birth country and being human. Yeah they can band together and rebuild (starting from near scratch after all the knowledge loss and lifestyle change required to survive), but it will be a new country that emerges from the ashes, as 95-100% of the old has been destroyed.

This is what happened in the real world among Various Native Tribes across the world through conquest/slavery/disease/intermarriage/war. Often times a "tribe/race" might survive or even thrive genetically but be culturally/nationally extinct or so changed that it is unrecognizable from its origins even if they never truly "lost".

The Dark troll speaker on the other hand seems to actually be the last one or one of the very few remaining (the other survivors probably interbred/married/absorbed into other tribes (shatterspear/darkspear) most likely.

The Drakkari were a massive multi zone empire compared to the secretive/elusive Darktrolls. So its more believable that the Drakkari still live as a subspecies and the Darktrolls truly are gone.

Look at it this way. There is a quest in cata were you absolutely butcher the Smolderthorn tribe along with ogres and blockrock orcs (that are still around after vanilla/bc/wotlk) and they are still recognized as a functional tribe several expansions later despite never really being shown as far spread and large as the Drakkari ever were.
