It appears just outside of Krag'wa's Burrow in Nazmir to the east.
After some testing, it looks like it disappears if you go close to a certain distance around him. He patrols in a small area and scales with player level. At level 120 his health is 885.4k (Elite) (As user @57331 stated).

Visible only from Krag'wa's Shore in Nazmir, approximately 87, 56.
It phases when you try to get near.
It's level is flex; I am on a 117 character so the tooltip for the kraken is appearing as a 117+ Undead with 601.5k health. Will update when I'm 120, or a 120 can comment here.

This mob seems to be loaded only in Nazmir, or at least the Krag'wa's Shore region. Sometimes, objects within the world are tied to certain subzones or zones as a whole. You can occasionally see this with resource nodes when you know nobody has been around to gather it recently. Walking back into the previous region may cause it to reappear until you approach it. To my knowledge, this has nothing to do with the phasing technology.

This is why it despawns when you try to get a closer look, as you are entering the South Seas zone, which does not count as a part of the Zandalar continent (you can test this yourself by using the Flight Master's Whistle just off the shore). Its pathing seems to be very erratic, with the model jumping around all over the place, so it's almost certain that this is not intended. Here's hoping they can give this guy a fix and maybe the ability to have some friends.

Finally learned today that this creature existed, so I decided to check it out.

As previous comments stated, getting too close causes him to phase out, so staying back is the only way to see him; however, it seems a glitch caused him to attack me from a distance as I was checking him out this evening. If I hadn't used Fel Rush to get away, it would have taken about five hits to kill me.

As an interesting side note, my Gift of N'Zoth buff (which I opted not to remove in the His Eye Upon You quest) caused a lot of incessant whispering as soon as I was within range of the kraken.

I saw this today just off of the Shattered River, Near the Lost Scrolls mob. It vanished as I was heading towards it.

I saw this creature at the already mentioned location around 86/55 while I was fishing. I was that fascinated and swam around the whole area, but as soon as you reach "South Seas" area, the creature disappears. Maybe a shaman would be able to have a closer look at it with the farseer ability?
