This guy can be hard to find if you don't know where to look within the oasis. Look for a gray "!" in the north-east. (He's located in a cave.)

After completing Meet the Goldtusk Gang he sells Rhan'ka's Escape Plan. The toy can be used by Alliance once a Horde character obtains it.

You only need to be 110 to start the quest chain, so Demon Hunter alts appear to be the best option for getting this toy if you are Alliance.

Update: the toy no longer works in dungeons or raids.

This page shows the NPC has a friendly reaction to both Alliance and Horde. I'm on an Alliance character and standing in front of him and he's dark orange. I can't interact with him.

Despite using the copy paste command listed on this page
"/run print(IsQuestFlaggedCompleted(7))" and getting a "false" response, I was able to purchase this from the vendor. I had the flight point and remembered doing it so I went anyway.

So if you have the FP you're probably good, not sure exactly what that command is supposed to do but for me it was incorrect.
