Dark Ranger Velonara wanders around the main hall of the Hunter's Lodge and so far, doesn't seem to be connected to any other quest apart from a small story line which involves Death Hunter Moorgoth, NPC who sits by the bar.

Spoiler Alert!

Moorgoth has a crush on her, and asks your character to talk to her. After he tells you a bit about himself, he becomes a vendor, having Black Rose for 2 gold. If you buy 13 roses, Dark Ranger Velonara becomes dialog accessible and tells you her story.
She was a pure and true ranger maiden in Silvermoon, but died after Arthas and his Scourge destroyed the area. Soon after, Lady Sylvanas raised her from the dead and put Velonara into her service.

She mocks on Moorgoth for his ignorance and how he takes things like life for granted, also refusing any of his romantic intentions, describing herself as a dead, rotting thing that feels no emotion or joy in her heart anymore. However, at the end of the dialog, she takes one of the roses and caresses its petals, which means that maybe not all of her soul is completely frozen.

A little romantic and quite sad story.

I am Moorgoth the Death Hunter, stalker of the night and master of shadows.
Would you like to browse my wares?
* Uh, have we met before?

Have you skirted the vast abyss of death? Have you stared entropy in the eye? Then you have met Moorgoth!
Oh. Right. I guess you have, haven't you? I should have thought that through.
I realize I didn't receive some divine calling to come here like some of the others, but I thought you would have need of my services.
* Don't think I've ever heard of "death hunters."

There aren't a lot of us. That is to say, only a few. Okay, it's me and a couple buddies. But our ranks will grow!
Our mandate is to patrol the shadowed roads of Azeroth and the realms beyond, keeping it safe for the innocent. And...
Look, I'm going to be honest. We just really, really think the dark rangers are amazing and we want to be near them.
* Wait. What?

I mean, just look at Velonara over there. She's like a dream! So brooding, so mysterious, so... dark.
Have you worked with her before? What was it like? Say, have you two ever...
Nevermind. Best not to know such things. The past is the past, and I need to focus on the future. My future with her.
That's why I got all these black roses. I was going to give her a dozen, but that doesn't feel like quite enough to impress her. Say, would you talk to her? About me, I mean? Maybe bring her a gift?
* I don't really want to get involved...

That's fantastic! You're really the greatest. Oh, I hope Velonara has noticed me!
* Well, it looks like I'll be speaking to her.

Here the progressing story after you bought 13 roses (to save you all 26G!):

P: I was just talking to Moorgoth, and he...
V: You mean that moping, black-clad imbecile across the way? The one who keeps leering at me? Yes, I've noticed him. He's not the first mortal to obsess over a dark ranger. I don't understand the fascination some have with death. He should spend his time pursuing the living, not longing for a dalliance with one who has already passed. Life is often wasted on the living.
P: You sound as if you miss your previous life.
V: I was a maiden, pure and true. A young ranger in service of Silvermoon, betrothed to the nobleman of my dreams. Then Arthas came. I fell in battle as the mad prince cut a black scar through the land I loved. But at least I was at peace, I suppose. For a time. Until the Banshee Queen pulled me back from beyond and damned my soul into her service. You'll have to pardon me if I have little patience for imbeciles like Moorgoth, who take for granted what they have and think to find happiness in pain.
P: He doesn't seem like such a bad guy.
V: <The dark ranger sighs.> I suppose he has a certain charm. He can't help his ignorance. But he must realize that my heart is incapable of feeling love or happiness, nor could we... engage in the sort of intimacy he desires. I am a dead, rotting thing, and only the abyss awaits me. Please if you find any fondness for him at all, break his heart now. It will save him true pain later. <Velonara pauses for a moment, then takes a single black rose and caresses its petals.>
P: I'll let him down easily.

P: Sorry, Moorgoth. She said no.
M: Really? I thought she might... Oh, I get it. I figured she had a thing for you. Makes sense. Brave hero, leader of the Unseen Path... How can a guy like me compete with all that? Thanks anyway, <name>. No hard feelings, right? Say I don't suppose you'd talk to Dark Ranger Alina for me, would you? She's so gorgeous...
P: I have to go.
M: Okay, okay, fine. Anytime you're interested in browsing my wares, let me know.

And thus ends the love story of Moorgoth.. for now!
I'm sorry if I made any typos.. also I'm not sure about the last answer to Velonara.. I clicked the dialogue away before reading it fully.. It could also say 'I'll let him know easily.'

I'm pretty sure we'll see him in the future tho, atleast as a minor character, like Pepe appearing in certain locations.

This is an interesting quote from her and very intriguing in its bitterness, especially considering her description as a Warlords of Draenor garrison follower:

Velonara was one of Sylvanas' low-ranking rangers, but her success in the Scarlet Monastery during the Cataclysm opened up new opportunities for her. When the Dark Lady asked for volunteers to make the trek into Draenor, Velonara answered without hesitation. Any opportunity to please the Dark Lady is worth the risk.

Seems like Velonara had quite a change of character through the course of WoD.

P.S. Seems like the "relationship" of Moorgoth and Velonara will get a bit more attention in 7.1

Anyone else disappointed that 7.3 didn't bring in another new quest for these lovebirds? I wanna see them be together!

As of 8.1. you can find her in the bloodelf heritage armorszenario, where she gets killed by arthas

I spoke with Death Hunter Moorgoth and bought the 13 roses from him, but even though Velonara doesn´t wanna speak with me. Did something change on 8.1? Please help, thanks.

Fellow Hunters, if you are going after the Dark Ranger's Hood transmog and you are trying to find Dark Ranger Velonara you must first complete the intro quests to the order hall. Starting with Emmarel Shadewarden in Dalaran. Once the questline takes you into the lodge and you do your first order hall mission she will appear and start walking around the lodge. If you boosted or leveled a hunter in shadowlands and skipped Legion content all together she will not be at the lodge when you go there until you do the quests.
