Even as a Shaman main, I think this is a really poor change if intentional and global. The 5% penalty was more than enough.
This I'm actually fine with to be honest. Just like the inscription scrolls that provide reduced versions of the three class raid buffs, the drums being reduced to provide more importance on bringing either a mage or shaman to end game content is good.
if their goal was to slow down the game, it probably makes sense to tune everything to 15%I imagine they part changed it just to see how it feels like, I know I would if i was programming. Why blanket change everything if you don't know if the idea will stick
With the class mattering more again this is needed.

As a leatherworker, this is only a good change if it nerfs previous expansion drums. I was tired of competing with people who had a garrison. The fact that Shadowlands drums are also getting nerfed is a bad thing.
A really nice change towards class exclusive features. As long as they provide some good improvements to professions in general, this should be fine.
Dropping LW on my druid and hunter, who were using the profession for just that purpose, as we speak. Thanks for the heads up!
I think this is a good move.5% wasn't that large a difference for such a strong cooldown: the stat scrolls are 70% as strong as the class abilities, but Drums were 83% as strong. And in M0/M+, that was more than enough, especially if you could get more out of a non-Shaman, non-Mage in your DPS/healer spots.15% might be a bit aggressive – I would have went to 20% – but I'd like to see how it plays out.
I would guess they would change the older ones to keep current ones more relevant. My guildies still make WoD ones to use in raids today, but the new one also being 15% is weird. Maybe it's an overlook and is gonna be corrected later?
At first I thought this change was specifically to OLD drums, but it lists the brand new one also at 15%. I question this decision. Bringing current drums to relevant levels and nerfing old ones, I get that, makes sense. Bringing the entire tool to 50% effective level seems weird.Are we missing a nerf to Lust/Hero alongside this? If those spells were turned to 20% haste instead of 30%, that could give a valid reason for the adjustment.
Dumb change oh my god this is so, so stupid. This makes Drums basically worthless now. The 5% penalty was fine.Just remove lust at this point, along with the stupid buffs. I really hate the buffs, and lust is now extra dumb.
So, aoe nerf by capping targets. Drums nerfed by almost a half. So far so good, just day 1, keep them going, guess is GCD brilliant idea all over again. At least the art is nice, for all the good that will bring....
If they are wanting us to include classes they need to make the classes equal even with a drum nerf why take a shaman over a rogue or DH or another class that has a ton of ustilty and pumps the damage?
So Blizzard wants us to make fun teams to take into M+. Wrong Blizz wants to direct us to take the new hot class because this Nerf means you bring a lust class or you don't key 15+
