tournament realm for the RWF is 100% the way to go, who say's they need to be given BiS gear? depending on the length of the raid it could be an increasing average ilvl everyday/week to simulate actual gear progression. the only issue i can see is when the guilds inevitably have to return to live servers and re-progress which could be annoying but atleast they would know the strats.
It's amusing to see them saying that the raid could have been split up into two tiers or had the last three bosses released much later, since it's the opinion of a portion of the playerbase that the reason this tier's pacing felt odd was that Blizzard scrapped 9.3 and just shoved that raid into this one.
Nice to get their thoughts, but should be taken with a grain of salt. Blizzard should never balance the raids with RWF-raiders opinions in mind.

Cry me a river. I'm a reasonably accomplished mythic raider (100 pulls in M Anduin progression atm) but hearing the amount of shade the RWF types are throwing is disheartening and strange. They know what they signed up for. So, complaining about doing too much extraneous activity to make themselves world first viable is unnecessary because the top guilds do it of their own volition, Blizzard and the rest of the player base does not force them to do it. If such guilds think they can achieve RWF without min maxing loot funneling they should try that then. I do have to agree there are too many high pull count bosses something similar to TOS in Legion but that raid only had 9 bosses. I got to Halondrus later than them so it went faster than it did for RWF types. The hate visited upon Pantheon is perhaps unnecessary and the number check on Lihuvim was fine. Halondrus was an alright encounter, very dynamic but I think they oversold it. Also, whatever Anduin bug they referred to has been fixed by now. So normal guilds like mine have to contend with a 200 puller now which the RWF guilds did not. This colors that fight and brings to light the inherent inequalities between RFW guilds and everyone else.
They already even have ideas how much pulls bosses should take in RWF. Please Blizzard don't listen to these raiders to much, they create problems only for 10 guilds.
These do live up to their guild name, they sound like big dummies that dunno what they signed up for when being in a RWF guild. Even if this is two raids squished into one, i'll always be advocating for more bosses and less trash any day of the week. Putting RWF on tourny-realms should've happened when blizz pushed back against boosting, RWF-players just don't want to take their medicine despite hating having to run splits and pray to rngesus for tiersets and then run boosts after the fact to finance the whole shebang in the first place... It all comes off a tad hypocritical in the end./
This whole expansion has had one of the most boring and tedious raids I have experienced. Also it does not help that the rewards are so damn stingy and sparse that maybe in 2 months time you get 2 good items
