Where are nerfs to Xav!Boss dps window is insanly small to the point you can't kill without picking several specs that do not care about banner slow.
They really should nerf bosses that are actually much more mechanically intensive than these ones. Executor Tarvold, Ventunax & Mordretha for example... Oryphirion could use a major health reduction as well.
Hakkar pausing energy until the shield is broken is big. Other solutions could have been something like having a total set # of times the boss can recast the shield or the shield phases occurring at boss HP % 30/60/90 ect. Under normal conditions you have enough time to break the shield and get some dmg on the HP before the next recast. The issue is that at high key levels the health and shield values are just massive (same issue as banners on Xav) the bigger the shield is the less dmg you will be able to get on HP before the (fixed time) recast causing the fight to go on long, spawn more adds, and likely result in even bigger shields. Much like the banners on Xav, the dmg required keeps scaling up but the small window in which you need to do the damage doesn't change. In an M+ environment, due to scaling, having a boss that just straight up says "do 160k in 8 seconds or the key is dead" kinda sucks. Hope they can design around stuff like that in the future. I think in the future if they want mechanics to keep functioning at the higher levels of scaling the time to kill also has to grow a little. Maybe not as much as pausing energy regen while the barrier is active (extending the recast) but something along those lines will be required unless they want to keep seeing the problem of insane burst windows cropping up again.
The scaling boost is because we're going to have a higher iLvl.+26% scaling boost is really nothing at all because anyone with iLvl 220+ should be able to do +15 keys week 1-2 of the new season.Our iLvl will increase from 226 to 235 to 245 in about 1.5 months. If you don't get bad RNG you'll be mythic iLvl capped in like 2.5-3 months.

More importantly: is Tortured Echoes fixed? I don't care about a slight damage change- the problem with it is that it applies too many stacks for just one player dying.
That Hakkar change is awesome! He should be less of a pain now in 15+ tyrannical.
