So on the one hand, a second lower ilvl item feels vaguely insulting. But on the other hand... M+ drop loot is already almost uselessly low ilvl, and this is an extra drop that can be upgraded with Valor. Which if you're Valor upgrading it to your cap, a 3 ilvl lower start is probably just one extra step in the upgrade process. So if all you're really after is farming Valor and base items to upgrade, a slightly lower start isn't a big deal.
It's 2 if you 1 chest it. The 2 items for +1 chesting are both the same ilvl but if you do a 15 key not in time you get 1 +15 item at 210 and 1 +13 item at 207.

Then say why even try to time a 14 rather than just depleting a 15? It's just more enticing to push keys via easier dungeons then once a level is high enough and a specific piece of loot everyone or someone wants, they'll just fail the key to get more chances of getting it like the question mark cube from De Other Side. Or the caster trinket from Mists.

Guys I know some sentences are hard to read so I will help. Timed a key? You get 2 loot. Depleted a key ? You will still get 2 loot. Let me serve an example too. You complete a +15 key in time you get 2x 210 loot. You fail a +15 and do it overtime, you get a 210 and a 207. Also if you think wf/tf where little Jimmy gets a best in slot item for a whole season from a +4 whereas you will get anima from your +18 is a glorious and working system then I can only feel sorry for ya.
Well, if people will continue unsubbing in 9.0.5, blizzard will revert it to how it was in BfA.
