It's not population density. It's just population of each individual zones. Population density is calculated by dividing the population by land area.

To be clear, before this is wildly misinterpreted:This is population based on the setting Warcraft: The RPG, which is a tabletop game based on third edition Dungeons and Dragons... NOT the game World of Warcraft player population.
Why the %^&* is Icecrown the most populous zone?
How did the Icecrown area even have enough people to be turned into undead to begin with?
What is the island next to the Maelstrom? Is that Nazja'tar? or is that Shaman Order hall? lol
And yet there's only a few dozen NPCs in major cities. I know its a technical limitation but it clearly does not represent the populations well in-game.
Seems to be missing Dalaran, curious where that would fall.
