That makes absolutely no sense. They are already in the Shadowlands, their soul wouldn't have to go to the Shadowlands first. They should all be permanently dead.

The whole reason that she threw herself off ICC was because she never did get to act her revenge on Arthas. It's a lot of theorycraft here. Anyway, even if the nine came back for some reason, their part in this expansion seems to be over. The only reason they could eventually do so it's (assuming that all this would be true, which tbh seems difficult) if sylvanas survived the expansion as a whole and, as part of her atonement, decided to gift her valkyr to the forsaken so that they could ensure their survival. However, since they all got turned into mawsworn by helya just to start with, chances are that's really unlikely to happen.

You put too much faith in the ability of this generation of Blizzard employee to tell a compelling story.
When you die it is the death of your mortal frame. Your soul is fine and sent to the Shadowlands. When your soul dies, it is destroyed. If your mortal body dies in the Shadowlands, your soul still lives. It doesn't matter if you're on Azeroth, Revendreth or Wisconsin, you're still in your mortal vessel. The same with the three boss ladies we kill in the raid. Their souls aren't in danger of being destroyed. I wonder if this will come up later. If Sylvanas' soul changes her thought process. I mean.. Maybe these 9 will go to Revendreth to repent? Or they'll help us out in the next zone tracking down The Jailer?Who knows. Will their loyalties still remain with Sylvanas?
is probably based on mythologies in norse, that the 9 are a reference to the council of valkyries such as the collective referenced in one of the final boss fights in god of war 2018
