As long as RNG is part of this ANY system there is would be some kind of compromise to reduce/remove chance of some kind of behaviour that is not wanted.Right now these restrictions are relatively temporary as you will be able to trade anything eventually.IN fact I'd say restrictions are so low that lowering them more would hugely increase abuse of system. That most people won't abuse it is fine and nice, but as long as some people would -> restrictions NEED to be there.------------------If you want example of extremely FAIR system: NO gear drops only mats and currencies - all gear is either crafted or bought with currency.Even for this I can see where it could go wrong

you know blizzard should really really just make all gear drops everywhere the same as benthic vendor loot, you see the slot and the ilvl, but its not until you actually right click and make it soulbound you see the stats or what it is , that way if your just trading it solely to give another player a better ilvl, then theres no one able to complain that they "need" it cos they dont have that mog yet, or its there bis, also does away with trying to "force" guildies to give it to someone else , should work for weapons too and trinkets
We have a dude in our raid that never even does M+ to gear - comes into Mythic and has the best luck literally - always gets drops every tier before anyone lol its disgusting to watch.
