Dropped by Zai the Outcast (a rare elite in Kun-Lai).
This item grats you the ability of farsight (or in this case Watersight), useful for pvp and for explorers that aren't hunters of shamen.
Using the conch allows you to place a targeting circle anywhere within 1000 yards, and once placed your view point will transfer to that position and remain there for 30 seconds while you channel the spell.
The unique part of this item is that when you have set a place to change your view to, you are given an extra action button of Droplet, which allows you to call down a large drop of water from your character's location and have it land anywhere you want within 1000 yards (1 second cooldown).
The droplets dont seem to have any interaction with players or npc's but are great fun for confusing people.
Works in pvp non-rated battlegrounds.

With the implementation of Scrying Roguestone this item is now almost worthless.
The roguestone is incredibly cheap and easy to make, and can be used to level up jewelcrafting so will be almost free on the AH.
They give one minute's Far Sight instead of just 30 seconds, they have no cooldown, and a 50,000 yard range instead of only 1000 yards.
Despite the roguestone being comsumed on use (with 10 charges), sadly they make the conch pretty much redundant, and so one of the worst items from the rare elites in my opinion.

Works the same way as the hunter ability "Eagle eye" did. Unlike Eagle eye it has a 10 min CD. Also you can target the ground from where you view and drop water bombs!

Found Zai the Outcast at coordinates 74,83 in Peak of Serenity. For the record, the drop you can create is launched from your own character, so if you're far away from your target, it might take a while before the drop reach its target location.

You can actually Eagle Eye and then use the item while Eagle Eye'd to do it from even farther away. This way you can drop water bombs in enemy cities too!

To keybind the conch's "Droplet" spell, simply make a macro with the line "/click ExtraActionButton1". Enjoy!

Been farming Zai the Outcast for this toy, oblivious to the spawn timer since no one has mentioned his respawn rate. Here is what I recorded:

1 - 1hr 20mins
2 - 59mins
3 - 1hr 12mins (Got the toy on 3rd attempt, yay!)

So I'd say timer is around 1-2 hrs. Good luck!
